Resolution 05/2019/NQ-HĐND, issued in 2019, provided an important legal basis for the development of community-based tourism in Hue City. After nearly five years of implementation (2020-2025), the policy has contributed to the formation of a widespread network of community-based tourism, spreading cultural and ecological values, improving people's livelihoods, and affirming the brand of "Hue - a destination of heritage, culture, ecology, and community."
According to representatives from the Department of Tourism , the outstanding results include supporting 30 community-based tourism destinations with over 65 new homestays, 12 renovated homestays, 44 signboards, 24 distinctive tourism products, 34 professional training courses, and 8 apprenticeship classes. This has formed a chain of unique community-based tourism destinations in Hue City across many localities throughout the city.
Resolution 05/2019/NQ-HĐND has brought about significant changes in the awareness and actions of the community; promoting local tourism potential, contributing to the restructuring of the rural economy , preserving culture, and increasing people's income. The total number of community-based tourism visitors in the 2020-2025 period is estimated at over 2.8 million per year. Tourism infrastructure has been invested in, and many transportation routes connecting community-based tourism destinations have been upgraded. In Hue, a community-based tourism brand has been established, nổi with prominent products such as Hue green tea, conical hats, Thanh Tien paper flowers, A Luoi tourism, Thanh Toan tiled bridge rural market, Phuoc Tich ancient village…
The conference also proposed continuing to maintain and issue the Resolution for the period 2026-2030 with higher support levels, with a total estimated budget of 194 billion VND (162 billion VND for development investment and 32 billion VND for operational expenses). Priority should be given to investing in 20-30 key community-based tourism destinations, striving to have community-based tourism visitors account for 30% of the total number of visitors in the city by 2030. In addition, policies supporting environmental protection, promotion, and digital transformation in community-based tourism should be supplemented. Socialization and inter-sectoral coordination should be strengthened to sustainably maximize the effectiveness of the policy.
