Establish at least 03 National Data Center clusters: Accelerate the development of digital infrastructure and digital human resources to serve the digital government

The new phase of the Digital Government Infrastructure Development Program aims to form at least 03 National Data Center clusters, build storage and computing infrastructure that meets international standards, and at the same time incorporate digital skills and artificial intelligence (AI) into the civil service training program, creating a sustainable foundation for the national digital transformation process.

VNPT IDC Hoa Lac Data Center has a total usable area of ​​up to 23,000m2, including the main Data Hall building and independent, modernly constructed auxiliary items.

The program identifies the development of data infrastructure that meets international standards and green standards as an important pillar for operating a modern, safe and effective digital government . Accordingly, large-scale data center clusters will be built and connected synchronously to form a national data center network , promoting the formation of a big data industry. In the first phase, at least 03 national data center clusters will be deployed in accordance with the direction of Resolution 175/NQ-CP on the National Data Center Project.

Along with the construction of the data center, the Program requires the formation of a unified, high-performance cloud computing platform , providing computing resources, centralized storage, ensuring information security, network security and backup capabilities for all public service systems at the central and local levels. This is an important platform to support the deployment of digital services, big data processing and promote the national digital transformation process.

The program also emphasizes upgrading the network infrastructure serving the digital government by prioritizing service leasing and effectively using the specialized data transmission network of Party and State agencies. At the same time, the specialized digital signature authentication system for public services and the national online meeting platform will be completed, operated smoothly, and ensure secure connections from the central to the commune level.

In addition to technical infrastructure, Decision 2629/QD-TTg focuses on developing digital human resources . The Government will build a digital learning materials system to popularize digital skills for people; strengthen human resources specializing in information technology and digital transformation at state agencies; and effectively deploy the activities of community digital technology teams and the "popular digital education" movement.

For cadres, civil servants and public employees, training and development programs will be innovated in an in-depth and regular manner, helping to improve digital platform operation skills and support people in using online public services. Competency frameworks and IT skill standards will be updated according to new requirements. In particular, digital and AI skills training content will be included in the state management program of specialists, senior specialists and senior specialists.

The synchronization of data infrastructure, digital platforms and digital human resources according to Decision 2629/QD-TTg is expected to create a strong shift in the process of building a digital government, improving the quality of administration, ensuring transparency, safety and modernity. This is also an important foundation for Vietnam to promote the development of the digital economy, digital society and consolidate digital sovereignty in the new era.
