
From its inception, Plan No. 168/KH-UBND has concretized the goals, tasks, and solutions to effectively implement the Party's Resolution, the Government 's Plan, and the Provincial Party Committee's Action Program on the development of the private economy. The Plan identifies five specific goals, including four by 2030 and one by 2045; it also sets out eight groups of tasks and solutions with 75 tasks assigned to departments, agencies, and localities to lead the implementation, ensuring consistency from strategic direction to concrete actions.
Practical implementation shows that Quang Ninh's private sector is developing strongly, becoming an important foundation for the formation of medium and large-scale enterprises. By November 27, 2025, the province had 2,220 newly established enterprises, reaching 110.7% of the annual plan, an increase of 29.4% compared to the same period, with a total registered capital of over 19,623 billion VND. It is estimated that the number of newly established enterprises for the whole year of 2025 will reach 2,300-2,500, an increase of 20-25% compared to the plan. The total number of operating enterprises generating taxes in the province reached 13,260, of which enterprises in the private sector accounted for nearly 98%, affirming the leading role of this sector in the local economy .
Not only has the number of businesses increased, but their quality and scale have also significantly improved. In 2024, Quang Ninh 's business density reached 12 businesses per 1,000 people, an increase from 11 businesses in 2023, and is expected to be maintained and further improved in 2025, approaching the target of 12-15 businesses per 1,000 people by 2030. In particular, Quang Ninh has gradually formed a force of large-scale private enterprises with significant influence and market leadership. In 2024, the province had 6 businesses in the Top 500 largest businesses in Vietnam and 3 businesses in the Top 500 largest private businesses in Vietnam according to the VNR500 program, creating a solid foundation towards the goal of having at least 5 private businesses in the Top 500 largest private businesses nationwide by 2030.
The contribution of the private sector is increasingly evident in the major balances of the economy. During the period 2020-2024, total budget revenue from the private sector reached over VND 100,900 billion, accounting for an average of 38% of the province's total state budget revenue. In 2025 alone, Quang Ninh's private sector is expected to continue contributing over 35% of total budget revenue, affirming its pivotal role in ensuring financial resources for development. Regarding its contribution to growth, in 2025 the private sector is projected to account for approximately 34-35% of the province's GRDP, creating an important foundation towards achieving 40-45% GRDP by 2030 and around 50% GRDP by 2045.

Along with its growing scale and contributions, the productivity and efficiency of the private sector are constantly improving. By 2025, the province's labor productivity is projected to increase by approximately 13.1%, far exceeding the target of an average annual increase of 8.5-9.5% set for 2030. During the 2026-2030 period, Quang Ninh strives to maintain an average annual labor productivity increase of 17-18%, creating a sustainable competitive advantage for businesses in the context of deep integration.
The private sector is also a major job creator for society. Currently, there are approximately 680,000 workers employed in the province, of which the private sector employs about 560,000, accounting for 82% of the total workforce. This is an important foundation for Quang Ninh to achieve its goal of having the private sector provide employment for approximately 85% of the province's workforce by 2030, contributing to social security stability and increasing people's income.
One of the key highlights in the implementation of Plan No. 168/KH-UBND is the creation of a favorable environment for the formation of medium and large enterprises and private economic groups through the completion of planning, infrastructure development, and a significant improvement in the investment and business environment. The Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, has been adjusted and supplemented in a timely and synchronized manner with the planning of economic zones, industrial parks, and industrial clusters. Currently, the province has 23 planned industrial parks with a total area of over 18,800 hectares; of which 10 industrial parks have received investment approval, with 177 secondary projects, including both domestic and FDI projects, creating a favorable development space for large-scale enterprises and production value chains.
Simultaneously, Quang Ninh is promoting the diversification of capital sources for the private sector. By the end of November 2025, the total outstanding credit balance in the province is estimated to reach 219,000 billion VND, of which the outstanding balance for the non-state economic sector accounts for approximately 90% of the total outstanding balance. Credit capital is prioritized for private enterprises, small and medium-sized enterprises, supporting industry enterprises, and innovative startups, contributing to improving investment capacity, expanding production, and innovating technology.
Notably, the province has also gradually developed mechanisms to support private enterprises in expanding into regional and international markets through strengthening economic diplomacy, investment promotion, trade, and international integration. Activities connecting with partners from Japan, South Korea, Thailand, and many other potential markets have opened opportunities for Quang Ninh businesses to participate more deeply in regional and global value chains, gradually forming private enterprises and corporations of national and regional stature.
Based on the results achieved, it can be affirmed that the implementation of Plan No. 168/KH-UBND has been and is creating an important foundation for the rapid formation and development of medium and large enterprises and private economic groups in the province. The private sector is not only an important growth engine but also a pioneering force in innovation, digital transformation, and green transformation. With high political determination, a systematic approach, and genuine support from the government, Quang Ninh is gradually realizing the goal of building a strong private economic sector, making a worthy contribution to the rapid and sustainable development of the province and the country in the new period.
