
Directive 02 and the Government's Action Program clearly state that the central task of this work is to innovate and improve the quality and effectiveness of propaganda, dissemination, and education on knowledge, laws, and skills related to fire prevention, firefighting, and rescue; and to integrate knowledge and laws on fire prevention and firefighting into the curriculum of educational institutions. At the same time, it is necessary to replicate good, innovative models and effective practices; and to build a nationwide movement for participation in fire prevention, firefighting, rescue, and relief in agencies, organizations, businesses, residential areas, and households.
It can be seen that Directive 02 identifies the integration of fire prevention and firefighting skills into schools and communities as a fundamental, long-term strategic solution, gradually building and shaping a culture and awareness of fire prevention and firefighting among the entire population; reflecting a shift from a passive "firefighting" mindset to an active "fire prevention" mindset.
Over the past period, playing a pivotal role, the Fire Prevention, Firefighting, and Rescue Police force has strengthened coordination with educational institutions to organize the dissemination of legal knowledge and provide practical experience in fire prevention, firefighting, and rescue skills for teachers and students.
The content of the awareness campaign is no longer dry theories or slogans; students directly experience fire prevention, firefighting, and rescue skills. Through theatrical performances by the students themselves, with professional support from the authorities, the event touched the emotions of the participants with stories very familiar to their age group, such as: electrical equipment malfunctions, improper use of fire and heat sources; and understanding potential safety risks in the home and school.
Even in preschool, young children are introduced to basic escape skills, demonstrating that equipping them with safety and escape skills is a priority from the youngest age.
If schools are where awareness is nurtured, then the community is where knowledge and skills are put into practice. With over 55,700 "Safe Neighborhood Fire Prevention and Control Teams" and over 62,000 "Public Fire Fighting Stations" built under the direction of the Ministry of Public Security, these initiatives are proving highly effective in fire prevention and response at the grassroots level and should be maintained and expanded.
To vividly realize the spirit of Directive 02-CT/TW and continue to create even stronger changes in people's awareness, the Ministry of Public Security needs to review and evaluate the effectiveness of existing models, and continue to develop and replicate successful models and innovative approaches. The Ministry of Education and Training requires that teaching, learning, scientific research, drills, and practical exercises on fire prevention, firefighting, and rescue be included in the annual school plan; and that coordination with the Ministry of Public Security be strengthened in disseminating and educating on this work at all levels of education.
