The "vacation ownership" scam is not new, but many people still fall into the trap.

Timeshare is the purchase of a vacation right in advance at a resort or hotel for a fixed period of time during the year, depending on the initial buyer’s choice. This vacation right has a very long term, possibly up to several decades.

Regarding this issue, recently, the Ministry of Public Security has issued a warning about the buying and selling of "vacation ownership" with many tricks to defraud and profit.

According to the Ministry of Public Security, the common tricks customers encounter are: Offering attractive promotions, discounts, giving away vouchers... to attract people to participate; Providing contracts with many A4 pages, unclear terms, "installing" many terms to protect the unilateral interests of the service provider, causing disadvantages for customers; Customers do not enjoy the right benefits as the service provider has committed or advertised, incurring many additional costs. Customers cannot resell to others nor can they get their money back...

Customers may encounter many risks when participating in the " travel vacation ownership" model, specifically: The "travel vacation ownership" purchase contract is a long-term contract that can last for decades, customers have to pay a large amount of money (from several hundred million to billions of VND) from the beginning when they do not yet know clearly the ability and effectiveness of using the service in the future.

The seller of “vacation ownership” may not own any project or hotel; he is only an intermediary unit that cooperates with the project/hotel owner to sell services to customers. Therefore, when problems or complaints arise during the use of the service, it is difficult for the seller to guarantee the rights of the customer.

Many customers after purchasing vacation ownership services cannot resell them to others because there are no buyers or the transfer costs are too high.

In light of the above situation, the Ministry of Public Security recommends that people be vigilant about this activity, carefully research the legal status and service provision capacity of the business before purchasing the “travel vacation ownership” service package. In addition, people need to carefully study the contract before signing, paying special attention to the terms related to the customer’s rights, the business’s responsibilities, the contract value and related costs, the contract termination clause and handling of violations. Promptly report and denounce to the police any organizations, businesses and individuals who take advantage of “travel vacation ownership” activities to commit illegal acts.

The Ministry of Public Security also requested relevant authorities to strengthen State management, conduct inspections and supervise the activities of organizations and businesses operating in "tourist vacation ownership", ensuring the legitimate rights and interests of the people.
