On the morning of June 8, answering questions before the National Assembly , Minister of Transport Nguyen Van Thang said that regarding inspection and examination work in vehicle registration activities, this is one of the shortcomings and causes of violations at vehicle registration centers. The nature of vehicle registration activities is relatively closed, so when the inspection force conducts an inspection, it can only check on the records, while violations are not on the records, the records are very good but violations still occur.
According to Minister Nguyen Van Thang, through careful analysis, there are loopholes in the information technology system, when the security software is poor, it is exploited, the inspection centers have used intervention software to change the data in the system, if the records are checked, it cannot be detected. That is the difficulty of the inspection work, however, it cannot be denied that the inspection has not fulfilled its responsibilities in the past.

The Minister said that as soon as he took office, he inspected the vehicle registration system, inspected driver training and licensing, mobilized forces to focus on this work, and gradually resolved difficulties. In the coming time, the Ministry of Transport will tighten further, issue Decrees and Circulars to serve as a basis for better management of inspection and examination work, enhance the responsibility of units performing inspection tasks, and develop a project to separate public service business from management work to ensure that inspection and examination are objective and transparent.
Regarding vehicle conversion, the Minister emphasized that the people's demand is legitimate. Currently, the conversion from a 16-seat vehicle to a 9-seat vehicle has been regulated in Circular 85 of the Ministry of Transport. In which, this task is assigned to the Departments of Transport of the provinces responsible for appraising the designs of motor vehicle conversions that are registered locally. If the Department of Transport is not qualified, the Department of Registration is responsible for implementing it, in which only conversions are carried out for vehicles that are not used for transportation business.

Debating the question and answer session of Minister of Transport Nguyen Van Thang, National Assembly Delegate Ly Van Huan ( Thai Nguyen delegation) expressed concern about the quality of inspection work.
Delegate Ly Van Huan noted that the Minister had answered many questions related to the existence and violations in vehicle inspection and especially violations in driving license testing. Up to now, the provincial investigation agencies have prosecuted 68 cases, over 600 defendants related to vehicle inspection, and as for violations in the field of driving license testing, the number of prosecutions has reached double digits and these violations have been prolonged.

According to National Assembly Representative Ly Van Huan, in the question and answer session, the Minister replied that he had directed inspections in 63 provinces and cities; through the inspection, basically no violations were found, while at the question and answer session yesterday, the Minister said that he had transferred 6 cases related to driver's license testing to the investigation agency for consideration.
Therefore, Delegate Ly Van Huan asked the Minister of Transport to share his thoughts on the quality of inspection. Is the quality of inspection due to the capacity of the inspectors or due to deference, avoidance or other pressure that no other violations are discovered during the inspection, so that the investigation agency can initiate prosecution?
Regarding violations in driving license testing in some provinces and the investigation agency has initiated prosecutions, including bribery, delegate Ly Van Huan asked, does the Minister know about this or not? However, in recent times, in some localities, there have been cases of harassment, annoyance, and negativity in the training, testing, granting, and changing of driving licenses, causing public outrage. The delegate asked the Minister to provide solutions to overcome the above situation?
Responding to the issue raised by the National Assembly Delegate regarding harassment, inconvenience, and negativity in the issuance of driving licenses, the Minister of Transport said that the Ministry is closely coordinating with ministries, branches, especially the Ministry of Public Security in applying information technology to the provision of public services. The issuance and renewal of almost all data has been connected, and registration for issuance and renewal can be made online. Regarding the training and testing for driving licenses, through inspections in the past, the Ministry has identified the problem.
In the coming time, along with the improvement of the institution, the Ministry will continue to strengthen the inspection and examination work, especially in the division of responsibilities of the Ministry of Transport and the Department of Transport of the provinces in the inspection and examination of driver training and licensing. Up to now, all driver training and licensing activities have been decentralized to the local level, the Ministry only performs the task of state management. The Ministry will continue to closely coordinate with the provincial People's Committees, directing the Departments of Transport to thoroughly overcome this problem.
