With the motto: "Give fishing rods, not strings of fish", many practical support activities have been implemented, not only providing material support but also creating conditions for poor and near-poor households to stabilize their lives and enrich themselves legitimately from their own internal strength.

As an area with a high rate of poor households, many programs to support poor and near-poor households in the border commune of Ia Lop have been implemented by local authorities and organizations. In Trung village, the lives of many ethnic minority households are gradually improving thanks to practical and sustainable livelihood support policies.

Trung village has 200 households, nearly 700 people, of which poor households account for 51%, so the implementation of sustainable livelihood support programs for people is extremely important in the locality. In recent years, the National Target Program for Socio -Economic Development in Ethnic Minority and Mountainous Areas (Program 1719) has become a practical lever for many families here.

The family of Mr. Luong Van Le in Trung village is one of the households that benefited from this timely policy. Mr. Le shared that exactly one year since his family received support for two breeding cows from the 1719 Program, his family's life has changed significantly. Thanks to the proper care according to the instructions of the commune officials, great joy came when both cows successfully gave birth, with two healthy calves. "Now, the total herd has increased to four cows, this is the biggest asset my family has ever had. Since receiving support for breeding cows, we not only have more hope but also have the opportunity to stabilize our economy in a sustainable way," Mr. Le said excitedly.

The emulation movement "For the poor - No one is left behind" in the period of 2021 - 2025 in the province has been actively responded to and implemented by agencies, units and localities in accordance with the actual situation. Thanks to that, it has contributed to improving people's lives, the poverty rate in the province has decreased to about 2.73%, the poverty rate in ethnic minority areas has decreased sharply, to about 9.77%.

Through the implementation of the emulation movement "For the poor - No one is left behind" in the period of 2021 - 2025, many good models and creative approaches have emerged, making an important contribution to hunger eradication and poverty reduction in the province.

Up to now, the rural appearance in communes and wards in the area has improved a lot, infrastructure has been invested quite synchronously, basically meeting the production and living requirements of the people. Production organization, economic development, vocational training for rural workers have been focused and have developed.

Many effective production models have been deployed and replicated. The grassroots political system has been consolidated and improved; rural security and religious security have been ensured; and the role of the people as the main subject in implementing national target programs has been increasingly enhanced.

These results are clearly demonstrated through the stories of many households in the province. A typical case is that of Ms. H'Lan Longding in Drung village, Lien Son Lak commune.

With the family's efforts, along with the timely and practical attention and support from organizations and unions, in 2024, Ms. H'Lan's family officially escaped the list of poor households in the locality. For many years, to make a living, the couple had to leave their two young children with their grandparents to go to the southern provinces to work as factory workers. Living far from home and away from their children always made her worried, so she decided to return to her hometown, work for hire on the spot, doing whatever was called to have more time to take care of her children. At the end of 2023, her family was selected by the Management Board of Lak Lake Historical, Cultural and Environmental Forest and supported with a female calf. This was not only material support but also a source of spiritual encouragement to help her family improve in life.

Not only stopping at livelihood support, social security policies in the province are also implemented synchronously and comprehensively. The fields of health, education , information and communication, housing, clean water and environmental sanitation along with economic support solutions such as preferential credit, vocational training and job creation are all issued promptly and with high practicality.

This synchronization has created favorable conditions for localities to promote local resources, allocate funds reasonably, helping poor and near-poor households not only do business but also be guaranteed basic social services, thereby contributing to the successful completion of the poverty reduction target as planned.
