
The orientation of labor restructuring is carried out closely with the development strategy of industrial parks, clusters, urban areas and specialized production areas. The labor force in the agricultural sector is gradually shifting to industry, services, trade and tourism. It is expected that by 2025, the proportion of agricultural labor will decrease to 55%, while the industrial - service sector will reach 45%, showing a positive shift trend, in line with the new economic structure of the province. The labor supply - demand information system is digitized, connected to the Son La Provincial Job Portal, forming a unified database, serving to forecast human resource needs by industry, skills and economic sector. Thanks to that, the work of labor - training - employment is more proactive and effective. The province has conditions to orient human resource training for new fields such as digital transformation, information technology, logistics, renewable energy, smart tourism, meeting the trend of digital economic development.
An important step is to shift from the mindset of “training for employment” to “human resource development for innovation”. Son La has encouraged the formation of a three-party linkage model between the State - enterprises - training institutions. Enterprises are not only employers but also directly participate in the process of building training programs, practicing vocational skills and recruiting human resources. Universities and colleges in the province such as Tay Bac University, Son La College of Technology have proactively cooperated with large enterprises in the fields of agricultural processing, energy, construction materials, tourism , etc. to build a training chain according to market demand, linking “training - practice - employment”. This approach has helped improve the quality of learners' output, while providing skilled human resources to meet the development requirements of enterprises.
At the same time, the province pays special attention to developing digital human resources - the foundation for a comprehensive digital transformation process. By 2025, it is expected that 35% of the workforce in the province will have basic digital skills. In particular, the team of cadres, civil servants and public employees will be trained and fostered in data management, data analysis, online management and use of digital public services.
The province has implemented the Human Resources Digital Transformation Plan, associated with the Project on Digital Citizenship and Digital Society Development, and organized many digital skills training courses, creativity, and startups for youth, students, and young workers. The application of artificial intelligence (AI), big data, and digital learning platforms in management, recruitment, and training has gradually formed a digital learning and working ecosystem in Son La . In addition, Son La focuses on developing high-quality human resources to meet the requirements of modern industry and services. International cooperation programs with JICA (Japan), KOICA (Korea), ILO, and GIZ have provided a lot of support in improving management capacity, vocational skills training, and promoting sustainable employment.
The work of transforming the training structure in association with the regional economic structure has also been effectively implemented. The province focuses resources on training human resources for industries with long-term advantages such as organic agriculture, deep processing, post-harvest technology, renewable energy, eco-cultural tourism. Along with that, the province focuses on forming a team of technical experts, administrators, engineers and skilled workers, gradually reducing the rate of simple labor, increasing the rate of labor with intermediate and advanced vocational qualifications.
After three years of implementation, the work of labor restructuring and long-term human resource development in Son La province has achieved fundamental results. The labor structure has shifted towards modernization, social labor productivity has increased by an average of 6.2%/year, and the quality of human resources has been significantly improved. The processing, energy and tourism service industries have been supplemented with qualified human resources, creating an important premise for the province's industrialization and digital transformation.
In the coming time, Son La is determined to continue promoting regional linkages in developing high-quality human resources, expanding international cooperation in vocational education, technology transfer, and strongly developing innovative human resources. The goal is to build a workforce with creative skills, digital thinking, and technology mastery, meeting the requirements of the 4.0 Industrial Revolution and the process of deep international integration.
