Support Tay Ninh with 1,800 billion VND for site clearance of Ho Chi Minh City - Moc Bai expressway

On November 14, the Ho Chi Minh City People's Council approved the policy of using the City's budget to support Tay Ninh province with more than VND 1,800 billion to carry out site clearance for the Ho Chi Minh City - Moc Bai Expressway Project. This is an important stepping stone to help Tay Ninh province remove financial obstacles and speed up site clearance so that this inter-regional project can start construction on schedule.

The Ho Chi Minh City - Moc Bai Expressway Construction Investment Project (Phase 1) was approved by the Prime Minister in August 2024 under the public-private partnership (BOT Contract) method. The expressway is 51km long, connecting Ring Road 3 - Ho Chi Minh City with National Highway 22 - Tay Ninh.

The scale of this expressway includes 4 lanes, designed speed of 120 km/h, but the site clearance work is carried out according to the planning scale of 6 lanes. The total investment of the project is 19,617 billion VND. Of which, the State capital is 9,674 billion VND (including 6,802 billion VND from the Ho Chi Minh City budget and 2,872 billion VND from the Central budget).

Initially, the project component 4 (land clearance) passing through Tay Ninh was approved with a capital of 1,504 billion VND. However, during the implementation process, due to adjustments and additions to the plan, the compensation cost increased to 3,749 billion VND.

Due to the large capital required for implementation, while Tay Ninh province is only capable of balancing 439 billion VND, it has requested Ho Chi Minh City to support 1,806 billion VND to ensure the progress of site clearance and construction.

According to the Ho Chi Minh City People's Committee, the Ho Chi Minh City - Moc Bai Expressway project is identified as a key project in the transport sector, connecting the city with Tay Ninh and the Southeast region. The Prime Minister has directed to review and immediately handle any problems to ensure implementation progress.

Ho Chi Minh City People's Committee said that the capital of VND1,806 billion will be spent from the City's budget reserve in 2025. The reserve fund after adjustment is more than VND5,479 billion, so it is capable of meeting this support.

After the Ho Chi Minh City People's Council approves, the City People's Committee will quickly transfer capital to Tay Ninh province for implementation.

Currently, the two localities are actively carrying out site clearance work to start construction of the expressway in March 2026.

Once completed, the Ho Chi Minh City - Moc Bai expressway is expected to shorten travel time, reduce transportation costs, attract investment in the Moc Bai industrial and urban chain associated with the trans-Asia economic corridor, and promote trade with Cambodia and the ASEAN region.
