Complete handover of site for 500 kV line 3 project in March 2024

The People's Committees of 9 localities where the 500 kV line 3 project passes through urgently direct the implementation of procedures for converting forest use purposes and complete the handover of the route corridor in March 2024.

On February 27, in Hung Yen, the Vietnam General Confederation of Labor in coordination with Vietnam Electricity Group (EVN) and the National Power Transmission Corporation (EVNNPT) organized a launching ceremony for the emulation movement to build the 500 kV line 3 project from Quang Trach ( Quang Binh ) to Pho Noi (Hung Yen).

Attending the launching ceremony were Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Deputy Prime Minister Tran Luu Quang; Chairman of the Vietnam General Confederation of Labor Nguyen Dinh Khang; leaders of central departments, ministries, branches and localities where the 500 kV line 3 project passes through.

The 500 kV line 3 extension project includes 4 component projects, with a length of 519 km connecting Quang Trach (Quang Binh) to Pho Noi ( Hung Yen ), with a total investment of about 23,000 billion VND (nearly 1 billion USD).

These projects will start construction in October 2023 and January 2024. Prime Minister Pham Minh Chinh requested that they be completed and energized by June 2024.

According to EVNNPT General Director Pham Le Phu, these are key, urgent projects of great significance to enhance the capacity of the 500 kV North - Central transmission grid, improve the stability of the power system operation, and hold an important position for national energy security.

At the same time, the project helps reduce the risk of overloading and overloading of existing 500 kV lines, ensuring the N-1 criterion, especially when the transmission capacity is high along the North-Central interface at a time when the Northern hydropower plants generate low power and to transmit capacity, ensuring electricity supply to the North in 2024 and the following years.

With such importance, in recent times, the Government, the Prime Minister, the Ministry of Industry and Trade and ministries, branches and localities have taken drastic actions, directing the project to complete the investment policy in a very short time (about 4 months) and remove obstacles in mechanisms, policies and site clearance of the projects.

Before and during the Lunar New Year, leaders of the Government, the Ministry of Industry and Trade, leaders of ministries, branches, localities, leaders of EVN, EVNNPT, and trade unions at all levels came to encourage workers at the construction site, creating a vibrant competitive atmosphere, determined to deploy and construct projects.

With such drastic participation, up to now, the progress of site handover of localities has basically met the requirements, when the site has been handed over for 1,143/1,177 foundation locations, reaching 97% and 230/502 corridor anchorages, reaching about 46%.

Of which, 7/9 localities have completed the handover of all column foundation locations, the remaining 2 localities, Nghe An and Thanh Hoa, are completing the final procedures to hand over the column foundation locations to the construction contractor.

Regarding the construction progress, the representative of the construction unit said that they organized the construction throughout Tet to ensure the progress according to the direction of the Prime Minister. The representatives of the contractors committed to increase the workforce, mobilize local forces according to the motto "4 on-site" to work day and night, meeting the direction of the investor and the Prime Minister.

As of February 26, 2024, the project is implementing temporary road construction, digging, and casting foundations for 950/1177 column foundation locations; completing casting 99 column foundations; completing the erection of 1 steel column and is assembling 11 steel columns.

However, the project still has many problems in forest conversion in some localities and in site clearance at some pole locations and power line safety corridors.

Along with that, the project encountered difficulties in construction work, especially along the route, 240/1177 positions were column foundation positions requiring a lot of construction time.

Speaking at the launching ceremony, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang affirmed that the Vietnam General Confederation of Labor will always accompany EVN/EVNNPT to remove difficulties and obstacles in the implementation of this very important project.

The Vietnam General Confederation of Labor requests and calls on the Vietnam Civil Servants' Trade Union, industry unions (Industry and Trade, Construction, Agriculture and Rural Development, Transport), and the Labor Federations of the 9 provinces where the project passes through to regularly pay attention to and promptly encourage cadres, workers, and employees at the construction site to create trust, enthusiasm, and determination to complete the project according to plan; promptly encourage and reward collectives and individuals with outstanding achievements according to the project implementation progress.

Trade unions at all levels will coordinate with contractors participating in the project to mobilize all resources to the maximum, organize construction with the motto "4 on-site", "3 shifts, 4 shifts", "overcome the sun, overcome the rain", "only work, no retreat", "through holidays, through days off"... with the highest determination, join hands with the investor to complete the project in June 2024.

Speaking at the ceremony, Deputy Prime Minister Tran Luu Quang emphasized that the project is of great importance to socio-economic development, national security and defense and is a driving force to promote the country's industrialization and modernization process.

When completed, the project will enhance the transmission capacity of the 500 kV North-South system, compensate for local power shortages in each region, and especially ensure power supply and energy security for the North in the coming years.

The Deputy Prime Minister praised the efforts of Vietnam Electricity Group, the National Power Transmission Corporation, and relevant ministries and branches in overcoming many difficulties and completing a huge amount of work in a short period of time.

The Deputy Prime Minister also highly appreciated and commended the 9 localities where the power line passes through for agreeing, supporting, and creating all favorable conditions for the investor to carry out compensation and site clearance work to hand over the site to the contractor for construction as planned.

The Deputy Prime Minister requested ministries and branches, directly the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment, and the leaders of 9 localities to pay attention, support, and resolutely direct the Vietnam Electricity Group in advising and promptly removing difficulties and obstacles to ensure the quality, progress, safety and efficiency of the project.

Vietnam Electricity Group and the investor, the National Power Transmission Corporation, and related units must uphold their sense of responsibility and seriously implement their commitments in the contract and the provisions of the law.

The Deputy Prime Minister requested the Vietnam General Confederation of Labor to continue directing trade unions at all levels, officials and union members of relevant ministries, branches and localities to actively respond to the emulation movement, promote responsibility and creativity; compete to best perform assigned tasks; regularly care for, encourage and take care of union members and workers participating in the project.

The Deputy Prime Minister affirmed that the Government Standing Committee has been and will always closely monitor and give strong direction, creating the best conditions for the completion of the 500 kV line 3 project.

Starting point is Quang Trach 500 kV Distribution Yard (Quang Binh), ending point is Pho Noi 500 kV Substation (Hung Yen); - Design consulting unit: Power Construction Consulting Joint Stock Company 1,2,4, Energy Institute; - The Northern Power Project Management Board, on behalf of EVNNPT, manages and operates two sections: Nam Dinh I Thermal Power Plant - Thanh Hoa and Nam Dinh I Thermal Power Plant - Pho Noi; - The Central Power Project Management Board, on behalf of EVNNPT, manages and operates two sections: Quang Trach - Quynh Luu and Quynh Luu - Thanh Hoa. - Target: Complete acceptance and energize on June 30, 2024.
