The meeting connected all coastal provinces and cities, with the participation of leaders of central and local ministries and branches, to review the progress and requirements for implementing the anti-IUU fishing tasks assigned by the Government every week.

The report at the meeting said that, implementing the Government's direction, as of November 29, ministries, branches and localities had completed 101/101 assigned tasks.
The fishing vessel management system continues to be tightened. All 79,243 fishing vessels of localities have been registered and updated on Vnfishbase. Vessels that are not qualified to operate have been controlled and assigned to communes, wards and relevant forces to manage anchorage locations.
Control of ships entering and leaving the port remains tight, with 1,660 ships leaving the port and 1,457 ships arriving at the port during the week; 3,113 tons of seafood are monitored through the eCDT system.
The traceability of aquatic products continues to be carried out in accordance with regulations. During the week, the authorities issued 195 seafood receipts through ports, 29 SCs (certifications of exploited aquatic materials) and 1 CC (certification of registration of fishing vessels for marine exploitation) at 51 ports qualified to certify exploited materials. Notably, there were no cases of Vietnamese fishing vessels being arrested by foreign countries.
At the same time, the Ministry of Public Security reported that it had brought to trial two cases related to "Organizing illegal exit and entry for others" and "Obstruction or disruption of computer networks, telecommunications networks, and electronic devices" in An Giang and Ho Chi Minh City.

The Steering Committee requested localities to continue to strictly handle cases of lost connection with journey monitoring devices, exceeding permitted exploitation boundaries and violations arising at sea.
Regarding the case related to the swordfish shipments of T&H Nha Trang Company Limited and Thinh Hung Company Limited exported to Europe in the period of 2021 - 2022, the provinces and cities: Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa and Ho Chi Minh City must complete the verification, handling, and send reports to the Ministry of Agriculture and Environment before December 6, 2025, and summarize the progress and send it to the European Commission (EC) before December 10, 2025.
In Dak Lak, fishing vessel management continues to be strictly implemented. The province has 2,553 fishing vessels registered in the national fisheries database, all of which are marked and have license plates according to regulations.
There are currently 20 vessels in the process of obtaining fishing licenses, 15 vessels have expired technical safety certificates and 18 vessels have expired food safety certificates. Local authorities are closely monitoring and are determined not to allow these vessels to participate in fishing activities without meeting the required conditions.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha directed relevant ministries and local agencies to prepare conditions for negotiations with the EC to remove the IUU "yellow card". The Ministry of Agriculture and Environment will preside over and coordinate with relevant ministries and agencies to continue to inspect and evaluate to clarify data, ensure honesty, completeness and transparency; coordinate with the Ministry of Justice and relevant agencies to urgently review the revised Fisheries Law, and submit it to the Government before December 15, 2025.
Localities must ensure that reported data is 100% accurate; at the same time, promptly submit to the Government a livelihood plan for fishermen after converting fishing professions for boat owners who are not qualified to exploit aquatic products.
