Complete 9 targets for restructuring the agricultural sector in the period 2021-2025.

Agricultural restructuring must go hand in hand with improving rural livelihoods, efficiently utilizing natural resources, and protecting the environment.

Implementing Decision No. 255/QD-TTg of the Prime Minister on the Plan for restructuring the agricultural sector in the period 2021-2025, the Ministry of Agriculture and Environment has achieved 9 out of 13 targets for the development and growth of the agricultural sector, and the total value of agricultural, forestry, and fisheries products has continuously reached record highs.

According to the report, GDP growth in the agricultural sector exceeded the target (2.5 - 3%/year), increasing by 3.70% from 2022 to an estimated 4% increase by 2025. During the period 2021 - 2025, the growth rate of agricultural export value is estimated at 10.5% (exceeding 5%).

According to a report by the Institute of Agricultural Planning and Design, the restructuring of the agricultural sector follows three product axes: national, provincial, and local specialties. Shifting the mindset from purely agricultural production to agricultural economic development, the sector has gradually moved from single-value production to multi-value integration, linking production with markets, processing, services, and environmental protection.

The production structure continues to be adjusted towards greater efficiency, prioritizing industries and products with significant growth potential and high added value. Within each industry, products with competitive advantages and favorable markets are rapidly increasing in terms of area, productivity, output, quality, and their contribution to growth.

In addition to concentrated commodity production areas, many concentrated agricultural production areas have been formed based on regional advantages, applying advanced technical processes, ensuring food safety and hygiene, and meeting market demands. These include: forest areas producing raw materials for the wood processing industry, and fruit and vegetable growing areas adhering to GlobalGAP and VietGAP standards, which are becoming increasingly familiar to farmers.

In addition, organic farming, clean farming, and high-tech farming have received strong guidance and attention from the Government, along with the support of businesses and people, gradually forming a green, clean, and sustainable agricultural system.

At the meeting, Deputy Minister Hoang Trung emphasized that this is the third review of the agricultural sector restructuring program. The review of the 2021-2025 period needs to accurately assess the current situation, identify outstanding achievements, and highlight innovations in methods and content compared to previous periods. Based on this, when issuing the new plan, more specific guidance is needed to ensure that specialized units and localities organize and implement it uniformly and effectively.

For the period 2026-2030, in the context of many breakthrough development trends in emission reduction, circular economy, and changes in management systems, the development of a restructuring plan for the agricultural sector needs to be approached in an integrated and closely coordinated manner, with solutions to attract resources.

Accordingly, the next phase of the agricultural restructuring plan is oriented towards developing ecological, sustainable, and modern agriculture; closely linked to science and technology, digital transformation, and innovation. Agricultural development will go hand in hand with rural development, improving the efficiency of natural resource use and protecting the environment.

The Ministry will always focus on building and developing brands for Vietnamese agricultural products; strengthening the promotion of the image and brand of agricultural products, introducing specialty agricultural products, key regional products, organic products and agricultural supplies; promoting trade and consumption of agricultural products; and connecting agricultural product consumption for small and medium-sized enterprises and cooperatives.
