According to the Ministry of Construction , recently, the Ministry has authorized and assigned the Vietnam Road Administration to organize and implement the project to invest in building rest stops on the North-South Expressway in the East, with the goal of completing public service works before December 31, 2025. According to the report of the Vietnam Road Administration, to date, contracts have been signed with investors to implement 21/21 stations, and 16/21 stations have been constructed.
However, the progress of the rest stops has not met the requirements, due to the problems in the local site clearance (6 stations have only partially handed over the site). Some investors have not fully demonstrated their initiative, determination and sense of responsibility in implementing the rest stops.
To complete the rest stops on schedule and meet the Prime Minister 's requirements, the Ministry of Construction requested the Vietnam Road Administration to work specifically with each investor, rebuild the detailed construction schedule of each station, focusing on completing public service works before December 31, 2025. In particular, the schedule must ensure clear people, clear work, clear responsibilities and clear completion time for each item.

The Vietnam Road Administration reviews the progress weekly with investors. If the progress is not met, it is necessary to propose handling of the investor's responsibilities according to the contract provisions. For stations with site problems, it synthesizes reports to the Prime Minister at meetings of the State Steering Committee for important national projects and key projects of the transport sector to direct localities.
For investors, the Ministry of Construction requires serious rectification in direction and management to avoid further delays in implementing rest stops as in the past, speed up progress, and complete public service works according to the schedule required by the Government, Prime Minister, Ministry of Construction and signed contracts.
In fact, rest stops are considered essential auxiliary infrastructure on highways, providing resting places, refueling, charging electric vehicles, and repairing vehicles for traffic participants. If invested synchronously, these projects also help increase traffic safety, because when vehicles travel long distances, having a safe place to rest and stop will reduce the risk of fatigue and accidents.
In particular, according to the provisions of the Road Law, the completion of rest stops is one of the prerequisites for the North-South Eastern Expressway to be put into operation and collect tolls. According to Decision No. 938/QD-BGTVT dated July 31, 2023 of the Ministry of Transport (now the Ministry of Construction) on approving the rest stop network, on the North-South Eastern Expressway, there are 24 newly invested stations.
