Submit to the Government the project to arrange communal-level administrative units before May 1
According to the plan, the Department of Home Affairs, based on the central orientations, regulations and instructions, coordinates with provincial departments, branches and sectors to advise the Provincial People's Committee to provide the Provincial People's Committee assigned to preside over the project development with information, data and related content of Quang Tri province to develop a project to arrange provincial-level administrative units.

The District People's Committee develops plans and projects for the arrangement of administrative units of districts, towns and cities, with detailed explanations for each proposed plan. Data and specific elements of the administrative units must be fully, accurately and consistently updated according to regulations and instructions; plans for personnel, headquarters, public assets... and other contents related to the new administrative units.
The Department of Home Affairs synthesizes and develops a plan to arrange administrative units at the commune level and completes the report to the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee. Based on the opinions of the Standing Committee of the Provincial Party Committee, the Department of Home Affairs coordinates with agencies, units and localities to develop and complete the plan to arrange administrative units at the commune level of the province and submit it to the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee.
Regarding the organization of collecting public opinions on the project of arranging provincial-level administrative units and the project of arranging communal-level administrative units, the Department of Home Affairs decides on the content and form suitable to the practical conditions of the locality. At the same time, coordinate with the provincial People's Committee to merge and implement, synthesize and collect public opinions to ensure unity and effectiveness.
Director of the Department of Home Affairs Ngo Quang Chien said that the way to collect people's opinions is to organize ballots according to the number of voters, and collect opinions to send to the units. "The form of ballot collection has been sent to the Provincial People's Committee. At the commune level, people are mainly interested in 3 contents: which communes will be merged, what their names are and where their headquarters are located? Many times when communes are merged, we also collect people's opinions. The administrative center tries to arrange things conveniently for the people," said Mr. Chien.
Accordingly, the District People's Committee directs the Commune People's Committee to compile a list of voters who are representatives of households permanently residing in the area, report to the Provincial People's Committee (through the Department of Home Affairs) the number of voters to get opinions on the arrangement of administrative units at the provincial and commune levels no later than April 16; complete the posting of the voter list before April 18. Organize the collection of people's opinions to be completed before April 20.
Assign the District People's Committee to direct the Commune People's Committee to organize the collection of opinions from the local people; synthesize and prepare a report on the local results to send to the Department of Home Affairs, to be completed by April 21. The Department of Home Affairs synthesizes the opinions from the people and reports to the competent authority to be completed by April 22. The Department of Home Affairs advises the Provincial People's Committee to submit to the Provincial People's Council for consideration and issuance of a resolution approving the policy of arranging administrative units at the provincial and commune levels from April 25 to 27.
According to the plan, Quang Tri will complete submitting to the Government the project dossier on arranging commune-level administrative units before May 1.
The plan also assigns departments, branches, and commune and ward People's Committees to reorganize their apparatus; evaluate, classify, and arrange the staff, civil servants, public employees, and workers of the agencies, organizations, and units under their management to ensure the selection of qualified and capable people to take on job positions at new agencies, organizations, and units. Promptly resolve policies and regimes for redundant cases in the agencies, organizations, and units under their management.
Survey of aspirations of cadres and civil servants
Director of the Department of Home Affairs Ngo Quang Chien added that the department is compiling data on cadres, civil servants, public employees, and workers at departments, branches, and sectors who wish to work at the commune level. This survey aims to grasp the situation of provincial cadres, civil servants, and public employees who wish to be promoted and assigned to work at the commune level when implementing the 2-level locality model.
“The list of civil servants and public employees who wish to return to the commune and departments has been sent, but we have not yet compiled it. This is to have a suitable plan when arranging administrative units, but it cannot resolve all the wishes of the officials, because it depends on the conditions and job positions,” said Mr. Chien.
Specifically, according to Mr. Chien, when the commune level is merged, there will be an excess of cadres. Therefore, we have to wait and see how many people will be laid off at the commune and district levels and what the job positions are before we can have a plan to resolve the wishes of civil servants and public employees at the department level who want to return to the commune level. "The province tries to create favorable conditions for cadres and civil servants. If we cannot arrange it, we must overcome the difficulties at first," said Mr. Chien.
