The Prime Minister requested that ministries, agencies, and localities promptly reorganize villages and residential areas based on history, culture, customs, traditions, geographical conditions, national defense, security, and the natural cohesion of the community. This should be given special attention in mountainous areas, border regions, islands, areas inhabited by ethnic minorities, and areas with religious elements.
Provinces and cities are tasked with developing a comprehensive plan for the reorganization of all villages and residential areas within their jurisdiction, along with a plan for strengthening the team of part-time officials, and reporting to the competent authorities before June 10th. Communes and wards must organize public consultations and submit the merger plan to the People's Council for approval before June 30th.
