To proactively respond to storm No. 3, on the afternoon of July 19, the People's Committee of Hai Phong City requested the city's departments, branches, and sectors and the People's Committees of communes, wards, and special zones to continue implementing the disaster prevention plan in accordance with Decision No. 1670/QD-UBND dated June 2, 2025 of the People's Committee of Hai Phong City (formerly) and Plan No. 2824/PA-UBND dated June 2, 2025 of the People's Committee of Hai Duong Province (formerly). Continue to implement the instructions of the City People's Committee in Official Dispatch No. 1907/UBND-NNMT dated July 17, 2025.
Closely monitor the storm's developments to proactively prevent and control it; review and be ready to implement response plans and strategies to ensure "four on-site". Check and review the system of natural disaster prevention works, works under construction, headquarters of agencies, schools, old and weak houses, and houses with corrugated iron roofs; check in practice the readiness according to the "four on-site" motto, ensuring absolute safety for people and property. Prepare forces and means for rescue when required. Organize a 24/7 on-duty team and implement the reporting regime according to regulations.
The City Military Command directed the border guards to organize the counting of vessels, and by all means inform the owners of vehicles and captains of vessels operating at sea of the location, direction of movement and developments of the storm to safe shelters; strictly control vehicles and vessels going out to sea; maintain regular communication with the owners of vehicles to promptly handle bad situations that may occur; be ready with forces and means to promptly rescue when situations arise.
The Department of Agriculture and Environment (Standing Agency for Natural Disaster Prevention of the City's Natural Disaster Prevention, Search and Rescue and Civil Defense Command) regularly monitors and updates information on the storm's developments and the directions of the Government and the National Steering Committee for Natural Disaster Prevention; promptly advises the City People's Committee and the City's Natural Disaster Prevention, Search and Rescue and Civil Defense on the necessary directions to respond to and overcome the consequences of the storm. Localities are required to complete the evacuation of people from vulnerable and dangerous areas and from rafts and vessels at sea 24 hours before the storm makes landfall.
Specifically plan the time, procedures for banning the sea and temporarily suspending inland waterway transport activities, river bridges, cable car systems, and entertainment areas at coastal tourist areas; propose to report to the City People's Committee before 6:00 p.m. on July 19, 2025. Inspect and review the system of natural disaster prevention works, dikes, irrigation works, dams, and have plans to handle incidents from the first hour. Take the lead with departments and branches to develop storm response scenarios when the storm reaches the shore of Hainan Island, when the storm enters the East Sea, when the storm makes landfall, and report to the City People's Committee before 8:00 a.m. on July 20, 2025.

The North directs and guides ships and watercraft to anchor in waters managed by the unit to ensure safety and not affect other infrastructure works when an incident occurs.

According to the National Center for Hydro-Meteorological Forecasting, storm WIPHA has entered the northeastern sea area of the northern East Sea, becoming the third storm in 2025. At 10:00 a.m. on July 19, the center of the storm was at about 20.2 degrees north latitude; 119.4 degrees east longitude; the strongest wind near the center of the storm was level 9, gusting to level 11; moving northwest.
Forecast for the next 24 hours, the storm will move west-northwest at a speed of about 20-25 km/h, enter the East Sea and strengthen. At 10:00 on July 20, the center of the storm will be at about 21.7 degrees north latitude; 114.5 degrees east longitude, in the northern sea area of the North East Sea, about 450 km east of Leizhou Peninsula (China), with strong winds of level 11-12, gusting to level 15.
