The Government Office has just issued Notice No. 68 summarizing the conclusions of the Standing Committee of the Government at the meeting with the Steering Committee for key national projects and important railway projects (6th session).

Regarding the North-South high-speed railway project , the Standing Committee of the Government requested the Ministry of Construction to finalize the report on technology and partner selection (main report, summary submission, draft conclusion, etc.), and report to the Standing Committee of the Government Party Committee before February 20th for submission to the competent authority for approval as prescribed.
The Standing Committee of the Government aims to complete the selection of consultants to prepare the feasibility study report in the second quarter of 2026; and to continue researching and evaluating investment forms to select the optimal investment form, ensuring a balance of interests between the state, the people, and businesses.
Local authorities and Vietnam Electricity Corporation continue to accelerate land clearance and relocation of technical infrastructure in accordance with the Resolution of the National Assembly at its 10th session, 15th term.
The Standing Committee of the Government noted that, during the project planning process, further research should be conducted on investment methods to encourage the participation of large domestic corporations, while harmonizing the interests of the state and businesses.
Regarding the Lao Cai - Hanoi - Hai Phong railway project , the Standing Committee of the Government has instructed the Ministry of Construction to continue directing the Project Management Board and contractors to focus on accelerating the progress of the construction of component project 1 to ensure its completion on schedule.
Regarding component project 2, the Ministry of Construction has directed the Project Management Board and consultants to complete the feasibility study report no later than March 2026, approve the project in July 2026, and commence construction of some key items in the third quarter of 2026.
Regarding loan negotiations, the Standing Committee of the Government directed the Ministry of Finance to take the lead and coordinate with the Ministry of Foreign Affairs and the Ministry of Construction to expedite the commencement of loan agreement negotiations in March 2026.
At the same time, it is necessary to proactively calculate and mobilize funds from various sources: state budget capital (medium-term investment plan, issuance of government bonds, savings from 5% of public investment expenditure in 2026, approximately VND 50,000 billion) and borrowed capital (if negotiations are favorable and interest rates are low)...
Regarding negotiations on the Agreement for the construction of a railway bridge across the Vietnam-China border, the Ministry of Construction, in coordination with the Ministry of Foreign Affairs, will expedite negotiations in the first quarter of 2026.
Regarding the resolution of the overlap issue with the Gia Binh Airport connecting highway project, the Ministry of Construction and the Hanoi People's Committee have agreed on a solution to address the overlap in the first quarter of 2026. The Ministry of Construction will proactively implement the necessary work within its authority to ensure synchronization with the Gia Binh Airport connecting highway project.
The Standing Committee of the Government has instructed localities and the Vietnam Electricity Group to urgently implement compensation, support, resettlement, land clearance, and relocation of electricity infrastructure for the project.
Regarding the planning of the Hanoi - Lang Son and Hai Phong - Mong Cai railway lines , the Standing Committee of the Government requested the Ministry of Construction to expedite the signing of technical assistance agreements with China and complete the planning by 2026.
The Standing Committee of the Government and the Prime Minister have given their opinions on the policy of assigning the People's Committee of Quang Ninh province as the managing agency to implement the Mong Cai - Quang Ninh - Hai Phong project to connect transportation and the economy, and promote tourism and trade with China.
The Ministry of Construction is urgently implementing the directives of Deputy Prime Minister Tran Hong Ha, guiding the Quang Ninh Provincial People's Committee to carry out the project in accordance with the procedures and regulations stipulated by law (reporting to the Prime Minister before February 10th).
Regarding urban railway projects , the Standing Committee of the Government requested Hanoi and Ho Chi Minh City to proactively implement the routes within their jurisdiction, ensuring progress and quality, especially the route connecting to Long Thanh International Airport in Ho Chi Minh City; the Nhon - Hanoi Station (underground section), Van Cao - Hoa Lac, and Nam Thang Long - Tran Hung Dao routes in Hanoi (for the Van Cao - Hoa Lac route, negotiations and discussions with the contractor are needed to shorten the construction time and complete the project in about 1 to 2 years as reported by the leaders of the Hanoi People's Committee).
Hanoi and Ho Chi Minh City need to review their subway planning and development in a direction that "goes deeper underground," in line with the action program of the 14th National Congress of the Communist Party of Vietnam.
The Ministry of Construction, the Ministry of Science and Technology, and local authorities should urgently research and consider issuing a national technical standard for urban railways. The Ministries of National Defence, Finance, and Construction should coordinate and support the resolution of obstacles related to land clearance, funding, and procedures.
