Perfecting Vietnam's legal structure to meet the requirements of the new era

On November 1, the Central Committee for Internal Affairs, the Ministry of Justice, and the National Assembly's Committee on Law and Justice jointly organized a national scientific workshop on "Improving the structure of Vietnam's legal system to meet the country's development requirements in the new era".

Speaking at the opening of the workshop, Deputy Prime Minister Le Thanh Long said that, in response to the requirements of national development in the new period, the current legal system needs to be reviewed and evaluated to continue to improve both its content and structure in a modern and reasonable direction, ensuring coverage of emerging industries and fields and new development trends, contributing to building a synchronous, unified, transparent, feasible, and constructive legal system, building a favorable investment and business environment, ensuring the legitimate rights of people and businesses.

In that context and requirement, Deputy Prime Minister Le Thanh Long requested agencies, experts and scientists to contribute their opinions at the Workshop and propose initiatives for the process of continuing to build and perfect the Vietnamese legal system in the new development stage of the country.

The opinions presented at the Workshop contributed to determining the theoretical and practical basis to propose solutions to perfect the structure of Vietnam's legal system in the direction of ensuring full coverage of all areas of economic, political and social life that need to be regulated by law, streamlined, unified, synchronous, feasible, public, transparent, stable and accessible, meeting the requirements of rapid and sustainable development, in the immediate period of 2026 - 2031 with a vision to 2045; as a premise for building a Strategy to build and perfect Vietnam's legal system in the new development stage of the country.

The workshop focused on clarifying the theoretical basis and international experience in designing the legal system structure, while fully identifying the content of the Vietnamese legal system structure that best suits the specific conditions of Vietnam; Clearly identifying the context, urgency and requirements that need to be met when perfecting the structure of the Vietnamese legal system in the new era.

In addition, delegates also focused on comprehensively assessing the current status of the structure of Vietnam's legal system, the advantages and achievements that need to be inherited, the limitations and shortcomings (if any) and the issues that need to be addressed to perfect the structure of Vietnam's legal system to meet the requirements of national development in the new era.

At the same time, propose orientations and solutions to perfect the structure of Vietnam's legal system, aiming to propose a comprehensive, modern, reasonable structural framework that covers new industries and fields arising from the impact of the technological revolution and current new development trends, contributing to building a synchronous, unified, transparent, feasible, creative legal system, creating a favorable investment and business environment, ensuring the legitimate rights of the people, meeting the requirements of national development in the new period.

The workshop received great attention and response from central and local departments, ministries, branches, experts, scientists, lawyers, and organizations representing the business community, with a total of more than 50 topics and papers sent to the workshop (of which more than 40 topics and papers were selected, edited, and printed in the workshop proceedings).

The results of the Workshop significantly contributed to completing the draft Project "Improving the structure of Vietnam's legal system to meet the requirements of national development in the new era" to be submitted to the Central Steering Committee on improving institutions and laws at the Steering Committee's meeting in December 2025, and at the same time contributed to building the Legislative Orientation for the 16th National Assembly term (2026 - 2031).
