Completing new regulations on management and digitization of diplomas and certificates

GD&TĐ - The Ministry of Education and Training focuses on collecting opinions to complete draft regulations on management and digitization of diplomas and certificates.

Implementing plan No. 38/KH-BGDĐT and plan No. 1839/KH-BGDĐT, on November 14 at Banking University of Ho Chi Minh City, the Ministry of Education and Training organized a workshop on the management of diplomas and certificates (VBCC); implementing digital diplomas and digital certificates.

This activity aims to collect opinions to complete draft legal documents related to the management of public administrative documents and the process of digitizing issued public administrative documents data.

In his opening speech, Mr. Huynh Van Chuong - Director of the Department of Quality Management, Ministry of Education and Training emphasized the significance of the workshop in the context that the whole industry is resolutely implementing important Resolutions of the Central and Government, including Resolution No. 57-NQ/TW on science and technology development, innovation and national digital transformation; Resolution No. 71-NQ/TW on breakthroughs in education and training development and Action Program 281/NQ-CP of the Government.

According to the assigned Resolutions and plans, the Ministry of Education and Training is implementing many major tasks, including building a database of digital transcripts and digital diplomas for learners nationwide according to personal identification codes, to be completed in 2025.

At the same time, promulgate regulations and digitize data on degrees and certificates - priority given to citizens born from 1970 onwards, to be completed before December 15, 2025; propose solutions to use citizen identification codes to identify degrees.

According to Director Huynh Van Chuong, the Ministry of Education and Training is presiding over the revision and supplementation of three draft laws, including the Law on Education, the Law on Higher Education, and the Law on Vocational Education. The National Assembly is expected to comment on them on November 20, 2025, and pass them on December 10, 2025.

The draft laws have codified many new contents related to the management of VBCC such as regulations on digital diplomas and digital certificates; replacing junior high school diplomas with program completion confirmations; assigning the authority to grant high school diplomas to principals; supplementing vocational high school diplomas; and stipulating that university education certificates are granted after completing a course or part of a training program.

Also at the workshop, Director Huynh Van Chuong asked representatives of the Departments of Education and Training and educational institutions to continue to contribute opinions to the Draft Circular promulgating the Regulation on VBCC of the national education system - a document that has been consulted since October 17, 2025 and received feedback from 24 departments and more than 50 higher education institutions.

The contents that need to be discussed in depth include: the concept of VBCC and digital VBCC; the authority to sign, reissue, and edit diplomas; decentralization and autonomy over diploma templates; the legal value of the VBCC and digital VBCC database; the responsibility to update data,...

The Ministry of Education and Training also hopes to receive comments on the Draft Circular regulating the conditions and procedures for recognizing diplomas issued by foreign educational institutions, especially the issue of recognition authority, time to process documents that need verification, as well as adding conditions for diplomas in the form of distance learning.

In addition, the topic "Data security when deploying digital VBCC, digitizing issued VBCC data" also received great attention from delegates.

Director Huynh Van Chuong suggested that units update security solutions, prevent fraud and learn from effectively implemented models.

These drafts are an important legal foundation to improve the effectiveness of VBCC management in the context of strong digital transformation of the industry.

Therefore, the drafting team and relevant units are required to fully record, seriously study and absorb opinions at the workshop to complete the dossier to submit to the Minister of Education and Training for promulgation in December 2025, promptly meeting the timeline as directed by superiors.

The workshop also devoted a lot of time for delegates to share practical difficulties in implementing VBCC management at the local level, especially in the context of strong decentralization and promoting the application of technology in public administration. According to Director Huynh Van Chuong, these reflections help management agencies to perfect policies in a direction that is more suitable to reality.
