Immediately after the issuance of Plan No. 272/KH-UBND dated October 21, 2025, by the Provincial People's Committee on the construction and improvement of urban and residential area quality, the Hoanh Mo Commune People's Committee proactively developed a detailed implementation plan, established a steering committee and working groups in each village. Leadership and direction were carried out decisively, closely following the guiding documents of the province and relevant departments and agencies, clearly defining the objective: Upgrading infrastructure while creating community living spaces to directly serve the lives of the people.

According to the plan, Hoành Mô will implement 13 projects and works with a total planned capital of over 30 billion VND in 2025. Notably, most of these projects are directly linked to upgrading and improving cultural and sports facilities and community living spaces in villages and hamlets.
Specifically, the commune is focusing on renovating and repairing the cultural centers of 11 villages, while also adding outdoor playgrounds and community activity areas, installing fitness and sports equipment, beautifying the grounds, landscaping, lighting, and drainage systems. The goal is for each village and residential area to have at least one outdoor playground and community activity area, meeting the needs for social interaction, physical training, and recreation for people of all ages. Among these, the project to upgrade the main road in Khu Cho village, connected to the Vietnam-China Friendship Cultural Center, is one of the key projects, improving transportation infrastructure while creating a central community activity space to serve cultural activities, festivals, and exchanges in the border area. By the beginning of January 2026, 100% of the project had completed contractor selection and signed construction contracts.
A highlight in the implementation of the policy in Hoanh Mo is the high level of consensus and support from the people, especially for community living space construction projects. To ensure a clear construction site, the commune coordinated with the Fatherland Front and other organizations to hold numerous public meetings and direct dialogues, promptly explaining and resolving concerns and obstacles.

In the Khu Cho hamlet alone, there are still over 600m² of land that have not been handed over. The People's Committee of the commune has chaired a meeting with the residents, mobilizing them to agree on a support plan, creating conditions for the project to continue on schedule. Many households voluntarily donated land, contributed funds and labor to form a common community area for the hamlet, demonstrating a sense of responsibility and commitment to the locality.
Along with the implementation of specific projects, the People's Committee of Hoành Mô commune reviewed and adjusted the planning layers, ensuring that the investment in building community living spaces is aligned with the development orientation of the Hoành Mô - Đồng Văn Border Economic Zone. Land areas designated for culture, sports, and public recreation were updated synchronously in the planning, creating a basis for long-term management and investment, avoiding fragmentation and piecemeal situations.
Mr. Giap Van Ngon, Chairman of the People's Committee of the commune, said: "The locality has identified improving the quality of residential areas as a priority, linked to investing in synchronized infrastructure and creating practical community spaces that meet the needs of the people. These spaces are where residents can meet, exercise, and organize cultural and social activities, thereby strengthening community bonds and working towards building a united and sustainable community."
In the coming period, Hoanh Mo commune will continue to direct contractors to work overtime, supplement manpower and equipment to accelerate construction progress; and at the same time strengthen inspection and supervision of the quality of the projects. In addition, it will mobilize the people to participate in maintaining and effectively utilizing the community playgrounds and activity areas after investment.
