Comrade Le Hoai Trung, Secretary of the Party Central Committee, Minister of Foreign Affairs , thoroughly grasped the main contents of Resolution No. 59-NQ/TW and Resolution No. 153/NQ-CP of the Government promulgating the action program to implement Resolution No. 59.

In his concluding remarks, Minister Luong Tam Quang requested the entire force to unify the perception that international integration and People's Public Security foreign affairs are one of the key tasks and a strategic driving force to successfully carry out the task of protecting security and order and building the public security force in the new revolutionary stage of the country.

Police units and localities need to continue to expand and promote cooperation on security and order with international partners in depth, substance and effectiveness; focus on handling remotely, early, from outside the territorial borders, potentially complex security factors; proactively fight and suppress transnational crimes, especially drug crimes, cyber crimes, international terrorism, human trafficking...

At the same time, strengthen security and safety for diplomatic missions and Vietnamese organizations abroad, as well as Vietnamese people living, working, studying, investing and doing business abroad...

★ On the afternoon of November 11, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to reports and give opinions on the draft decision of the Prime Minister on the roadmap for applying national technical regulations on emissions from automobiles participating in road traffic.

The Deputy Prime Minister emphasized that the roadmap for applying emission standards for automobiles participating in traffic needs to be considered in a unified and synchronous manner between newly manufactured and newly imported automobiles and vehicles in circulation; to avoid the situation where imported vehicles are forced to meet high standards, while domestic vehicles still apply lower standards, causing unfairness and affecting the market. Content that affects property rights and travel rights of individuals and organizations such as zoning off restricted areas for vehicles, banning or allowing circulation...

★ On the afternoon of November 11, Deputy Prime Minister Ho Duc Phoc, Head of the Steering Committee for Enterprise Innovation and Development, worked on the implementation of the arrangement, innovation, and improvement of operational efficiency of the Military Industry-Telecoms Group ( Viettel ).

The Deputy Prime Minister emphasized: Viettel needs to continue promoting the achieved results, build production and business plans with comprehensive solutions in terms of human resources, capital, technology, market... to achieve higher growth targets in the coming time; continue to develop a team of good experts and effectively use high-quality human resources; focus on developing the defense industry; promote investment in science and technology, strive to master core technology and modern science and technology fields such as data science, digital technology, artificial intelligence (AI), chip manufacturing industry associated with rare earth; continue to expand investment abroad;... to make the group develop increasingly stronger and more sustainably.

★ On the afternoon of November 11, at the Government Headquarters, Deputy Prime Minister Pham Thi Thanh Tra worked with the Ministry of Home Affairs on key tasks from now until the end of 2025.

The Deputy Prime Minister requested the leaders of the Ministry of Home Affairs to focus on directing major groups of tasks: Building and perfecting institutions and policies; monitoring and evaluating the operation of the two-level local government model; and perfecting plans to arrange public service units.

Regarding the preparations for the National Patriotic Emulation Congress, the Deputy Prime Minister emphasized that this is a major political and social event, creating an atmosphere of competition and excitement before the National Party Congress. Therefore, the contents of the forms of rewards must be completed and submitted to the competent authorities for consideration no later than November 20.

Regarding the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, the Ministry of Home Affairs must proactively issue detailed professional instructions according to the National Assembly's resolution, including procedures and preparation work; develop a detailed and comprehensive work program and plan for 2026, both institutionalizing the spirit of the Resolution of the 14th Conference of the 13th Party Central Committee and specifying the Ministry's governance work; advise on the assessment and classification of collectives and individuals in the spirit of Regulation No. 366-QD/TW dated August 30, 2025 of the Politburo on reviewing, assessing and classifying the quality of collectives and individuals in the political system and following the direction of the Prime Minister...
