Minister Luong Tam Quang emphasized: The requirement to create a solid security foundation for a digital nation, to build a modern, synchronous, safe and secure digital infrastructure is an urgent requirement for the police force, including the important role of the Communications and Cryptography forces.

To successfully fulfill the glorious responsibility in the new revolutionary period of the country, Minister Luong Tam Quang requested the telecommunications and cryptography forces to continue to strongly innovate their thinking, actively participate and contribute, becoming a factor accelerating the digital transformation process of the public security sector; develop modern, synchronous, safe, scalable telecommunications, cryptography and digital infrastructure for the public security sector, as a national backup system; promote research, application of science and technology, innovation and expand international cooperation in the field of telecommunications and cryptography. Take care of Party building, build a team of truly clean, strong, disciplined, elite and modern telecommunications and cryptography force cadres of the People's Public Security; promote studying and following the ideology, morality and style of Ho Chi Minh, implement the Six Teachings of Uncle Ho to the People's Public Security in conjunction with the emulation movement of the Three Ones "Most Disciplined - Most Loyal - Closest to the People".

On this occasion, Minister Luong Tam Quang awarded the First Class Fatherland Protection Medal to the Department of Telecommunications and Cipher.

★ During a working trip to some localities in the central region, on the afternoon of November 13, Deputy Prime Minister Nguyen Chi Dung visited some households that suffered heavy damage due to natural disasters in Huong Thuy ward, Hue city.

Visiting Pham Thi Hien and Pham Nang, whose parents died in the 2011 floods, the Deputy Prime Minister kindly inquired, encouraged and expressed his hope that they would continue to overcome difficulties and become good citizens of the country. Visiting Vo Viet Quang, a policy beneficiary family in the area, comrade Nguyen Chi Dung wished the family to quickly overcome the consequences of natural disasters and soon return to normal life. The Deputy Prime Minister highly appreciated the sense of responsibility of local authorities in responding to floods, and noted that the situation of storms and floods in the last months of the year is still complicated, and authorities at all levels and sectors should further promote their proactiveness to protect the lives and property of the state and the people.

★ At noon on November 13, at the Government Headquarters, Deputy Prime Minister Mai Van Chinh received General Director of Pathet Lao News Agency (KPL) Vannasin Simmavong.

Comrade Mai Van Chinh emphasized that the cooperative relationship between the Vietnam News Agency (VNA) and KPL has a good tradition and suggested that in the coming time, the two news agencies need to develop a detailed plan to effectively implement the Cooperation Agreement for the period 2026-2030 that has just been signed by the two news agencies. Provide accurate, official and timely information to the local press system; actively promote the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos to international friends; strengthen the protection of ideological foundations, fight and coordinate in handling false information and toxic information. Pay attention to training and improving the quality of human resources; technical infrastructure, share experiences, coordinate to organize information well in 2026 and in the next period. The Government and the Prime Minister always support and will create favorable conditions for VNA to implement cooperation programs and plans with KPL in the coming time...

KPL General Director Vannasin Simmavong thanked the Party, State and people of Vietnam in general and VNA in particular for their support and assistance to the Lao Party, State and people and KPL in particular over the past time; said that he will continue to closely coordinate with VNA in performing assigned tasks and effectively deploying cooperation activities in the coming time...

★ On the morning of November 13, at the Government Headquarters, Deputy Prime Minister Ho Quoc Dung chaired a meeting with the Ministry of Justice on the Project to establish a Center for Prevention and Resolution of International Investment Disputes.

The Deputy Prime Minister affirmed that for the Center for Prevention and Resolution of International Investment Disputes to operate effectively, the core role is not only in handling disputes when they have occurred, but more importantly, proactively preventing them from arising, not allowing complicated lawsuits to arise, causing costs and affecting national interests. The Deputy Prime Minister requested the drafting agencies to clearly study the functions and tasks of the Center, clearly defining the core task of guiding preventive measures; the Center's preventive function must be specifically demonstrated through the tasks of guiding and strengthening control, the Center must be the focal point to guide ministries, branches and localities in state management of investment, ensuring strict and legal processes and procedures. In addition, early and timely legal support must be provided to localities right from the time of receiving the project, during the appraisal and operation process, ensuring there are no legal loopholes. Build a warning system to detect early potential risks that may lead to disputes so that timely measures can be taken...
