
Speaking at the talks, Senior General Phan Van Giang emphasized that the Vietnam-Cambodia border defense friendship exchange is an effective and unique cooperation model between the two defense ministries, with profound political and foreign significance.
“The exchange activities demonstrate the political determination of the Party, State, Army, ministries, branches, localities and especially the people and border protection forces of the two countries, together towards the goal of building a border of peace , friendship, cooperation and development,” affirmed General Phan Van Giang.
Over the past time, the two countries' Defense Ministries have thoroughly grasped the policies and orientations of the two countries' senior leaders, effectively implementing many areas of cooperation, contributing to consolidating a peaceful and stable environment for development.
Notably, cooperation between the Border Guard, Military Regions, border units, Navies and Coast Guards of the two countries includes joint patrols, coordination in preventing and combating transnational crimes, information exchange and handling situations at the border.

In addition, the model of twinning stations and pairs of residential areas on both sides of the border, along with social security programs and support for people in border areas, have become bright spots in humanitarian cooperation, contributing to connecting the two countries' armies and people.
General Phan Van Giang also emphasized that cooperation in the fields of politics, ideology and human resource training has always been valued by both sides, considering this a strategic foundation for long-term relations between the two armies.


Speaking at the talks, General Tea Seiha, Deputy Prime Minister and Minister of National Defense of the Kingdom of Cambodia, expressed his gratitude for the thoughtful and respectful reception from Vietnam and his pleasure to attend the 2nd Vietnam-Cambodia Border Defense Friendship Exchange.
General Tea Seiha sent his deepest condolences to the victims and families affected by the recent natural disasters in Vietnam; and congratulated Vietnam on successfully organizing many important events of the State and the Army, contributing to enhancing the country's international position and prestige.
General Tea Seiha expressed his sincere thanks to the Vietnamese Ministry of National Defense for its attention and active support in training, force building and development of Cambodia's defense human resources.
General Tea Seiha affirmed his hope that in the coming time, the defense cooperation relationship between the two countries will become increasingly close and strong, "forever green, forever sustainable".

The two Ministers agreed to focus on a number of key cooperation contents in the coming time:
Continue to strengthen the solidarity and close relationship between the two countries and the two armies, increase the exchange of information and effectively advise senior leaders of the two countries on military and defense work.
Maintain high-level contacts, promote the effectiveness of existing cooperation mechanisms such as the Deputy Ministerial Defense Policy Dialogue; expand exchanges between young leaders and young officers; and improve the quality of cooperation in human resource training.
Promote cooperation between the three countries of Vietnam, Laos and Cambodia, including annual meetings between the three Defense Ministers and joint exercises to prevent and combat non-traditional security challenges between the three armies.


Strengthen border cooperation, closely coordinate in managing and protecting land and sea borders; strengthen river patrols, protect national border markers, fight against transnational crimes, actively contribute to border demarcation and marker planting; and ensure humane treatment of fishermen of the two countries.
At the end of the talks, General Phan Van Giang and General Tea Seiha signed the 2026 Cooperation Plan, the Memorandum of Understanding on enhancing cooperation in training and human resource development, and the Agreement on border cooperation between the two Ministries of National Defense.
The two Ministers witnessed the signing ceremony of the Moc Bai International Border Guard Station (Vietnam) and the Ba Vet City Gendarmerie Command (Cambodia). This is a vivid symbol of the solidarity and friendship between the border protection forces of the two countries.
