People's Councils at both levels: Close to the people, timely in addressing issues.

Implementing the two-tiered People's Council model, voter outreach, supervision, and petition resolution activities in many localities throughout the province have been carried out more closely to the grassroots level. Many pressing issues have been recorded, forwarded for processing, and responded to promptly, contributing to improved management efficiency and increased public trust.

The activities of the people's councils at both levels have become more orderly.

July 1, 2025 marks a historic milestone in local government organization as the two-tiered local government model is implemented nationwide. The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Thanh Nhan, emphasized that this is a profound institutional reform, creating a mechanism for localities to strongly promote their autonomy and accountability, increase flexibility in governance, and especially bring the government closer to the people, serving them better. “In our province, the activities of the two-tiered People's Councils have undergone many innovations, demonstrating a spirit of responsibility and determination to adapt to the new model,” said Mr. Nguyen Thanh Nhan.

The activities of the People's Councils at both provincial and district levels after the merger have basically become more organized. Key positions have been fully filled, the structure of delegates is diverse, and professional qualifications are increasingly high. 100% of key positions in the People's Councils have university degrees and political theory qualifications at the intermediate level or higher. Many delegates hold master's and doctoral degrees, creating an important foundation for carrying out tasks in the new phase.

Innovate and improve the quality of operations.

According to the Standing Committee of the Provincial People's Council, the initial period of the merger faced many difficulties and obstacles, but the activities of the People's Councils at both levels were fully implemented in accordance with the law regarding the programs and plans set forth. The Standing Committee of the People's Council closely coordinated with the Provincial People's Committee and the Provincial Committee of the Vietnam Fatherland Front to successfully organize 5 sessions of the Provincial People's Council and 240 sessions of the commune-level People's Councils, issuing 1,416 resolutions.

The quality of the resolutions was ensured, the policy content closely followed the local situation, was feasible, and the resolutions passed received the approval of the majority of delegates. Many important resolutions were passed, such as those applying legal regulations to ensure that all policies continue to be implemented without interruption or impact on the rights of the people after the merger. Resolutions on projects serving the APEC 2027 High-Level Week contributed to promoting the image of Phu Quoc and An Giang internationally, creating momentum for development.

The People's Councils at both levels organized 111 supervision sessions. Supervision work was implemented synchronously, becoming increasingly in-depth and closely aligned with local realities. The work of meeting with voters and receiving citizens was maintained in an orderly manner and in accordance with regulations. Coordinating agencies organized 567 meetings with voters, with the participation of nearly 35,000 voters and nearly 3,900 opinions and suggestions. Ms. Le Thi Thanh Van, a voter from Long Xuyen ward, commented: “The voter meetings had appropriate and practical content. I thấy the People's Council representatives urged the relevant departments to respond to voters' opinions promptly.”

The People's Councils at both levels received 248 visits from citizens and processed 156 complaints, denunciations, and petitions. According to Huynh Van Minh, Vice Chairman of the Phu Quoc Special Economic Zone People's Council, the issues raised by citizens in the special economic zone mainly concern land reclamation, compensation, clearance, and resettlement support. All cases received through citizen consultations were explained, guided, and forwarded to the appropriate authorities for resolution. "The citizen consultation work of the Special Economic Zone People's Council has seen positive changes. In many cases, after being explained by the officials, citizens voluntarily withdrew their petitions and ended their complaints. Many outstanding cases were reviewed and categorized for definitive resolution," Mr. Huynh Van Minh said.

Simultaneously, the Provincial People's Council implemented a paperless meeting format. Notably, the 4th and 5th sessions of the Provincial People's Council were held in a hybrid format, combining in-person and online participation at various locations in Rach Gia, Long Xuyen, and the Phu Quoc Special Economic Zone.

Comrade Nguyen Thanh Nhan assessed that the People's Council demonstrated a proactive and creative spirit in organizing its sessions; flexibly and practically implemented supervision activities; maintained regular contact with voters and promptly handled the opinions and recommendations of the people. The delegates were more confident in raising issues and honestly and objectively reflecting the thoughts and aspirations of the voters. These results show the commendable efforts of the People's Councils at both levels in quickly adapting to the new model and fulfilling their role as local state power organs.
