On November 24-25, 2025, the Inspection Team of the Provincial Council for Legal Education inspected the work of legal education, mediation at the grassroots level, and legal access standards in 2025 in Van Quan and Chi Lang communes.
The inspection team was led by Comrade Pham Hung Truong, Member of the Provincial Party Committee - Director of the Department of Justice, Permanent Vice Chairman of the Provincial Council for Legal Aid, focusing on the following contents: Direction and implementation of legal aid documents, mediation at the grassroots level, legal access standards; results achieved, allocation and use of funds, payment of remuneration to mediators; evaluation of good models, effective forms, causes, limitations, weaknesses and solutions in the coming time, etc.
At the working sessions, the inspection delegation listened to reports on the work of legal dissemination and mediation at the grassroots level, and legal access standards in 2025 of the Law Dissemination Council of Van Quan and Chi Lang communes. In 2025, the activities of legal dissemination and mediation at the commune level have always received attention and direction from the Party Committee and the government, specifically: Issuing complete documents directing the work, establishing the Law Dissemination Council in accordance with the spirit of Decision 26/2025/QD-TTg of the Prime Minister; promptly issuing documents implementing the Laws and Resolutions passed at the session of the National Assembly , issues of public concern... The work of legal dissemination and mediation at the grassroots level has many innovations, increasing the application of information technology with the aim of digital transformation in legal dissemination and mediation work; the content of propaganda is appropriate, practical, easy to understand, close, the form of propaganda is rich, suitable for each type of object; The rate of successful conciliation has increased; consolidating and perfecting conciliation teams and conciliators; the number and quality of propagandists has been gradually improved; the implementation of contents for building commune-level standards for legal access has been ensured in accordance with legal regulations.

However, the work of legal dissemination and education in communes is still limited, such as: The quality and effectiveness of legal dissemination and education work have not yet met the requirements of the tasks set out in the new situation, especially after implementing the two-level local government model, units still rely on the direction and guidance of superiors; The skills of legal propagandists and mediators at the grassroots level are not uniform; the innovation of content and form of legal dissemination and education is still slow; the application of information technology is formal or irregular; the funding for supporting legal dissemination and education work and mediation at the grassroots level has not met the requirements of the tasks...

In their concluding remarks, the heads of the inspection team suggested that in the coming time, the Commune Legal Dissemination Council continue to advise the Commune People's Committee to direct specialized departments, divisions, and organizations of the commune to urgently review tasks, promptly and effectively implement programs, projects, and plans for legal dissemination issued since the beginning of the year; strengthen coordination between agencies, units, and organizations in legal dissemination work. At the same time, focus on building a team to do legal dissemination work, promote the role and responsibility of member agencies of the Commune Legal Dissemination Coordination Council; strengthen training to improve legal knowledge and skills in disseminating and propagating the law for the team of legal propagandists and mediators at the grassroots level.
It is recommended that communes pay attention to innovating the content and form of legal dissemination and education in accordance with the characteristics and needs of each target group, conditions, and political task requirements; pay attention to allocating funds, improving the quality of mediation activities at the grassroots level, replicating the model of advanced typical mediation teams; focus on maintaining implementation and improving the quality of criteria for communes meeting legal access standards.
