The agreement aims to create favorable conditions for members and women in 31 communes and wards in the northern region of Lao Cai province to access preferential credit capital to serve the development of production, business, services and consumption, contributing to increasing income, improving life and building new rural areas.

According to the signed content, the two sides will coordinate to promote and guide members to access and effectively use Agribank's products and services; establish and manage loan groups, ensure that loans are used for the right purposes and repaid on time. Agribank commits to balancing capital sources, promptly meeting the loan needs of eligible members; paying service commissions to all levels of the association and loan group leaders according to credit quality and interest rate.
Agribank branches that provide loans will prioritize capital allocation to loan groups managed by the Women's Union, ensuring annual growth in outstanding loans through loan groups. At the same time, coordinate to organize credit training for union officials at all levels, inspect and supervise the implementation of agreements and support members in the process of accessing and using loans.

On the side of the Provincial Women's Union, the unit will direct all levels of the union to promote propaganda, inspection and supervision of credit activities; guide members to use loans effectively, contributing to the development of household economy , enhancing the position of the union organization and promoting digital transformation in the community.
During the period of 2015 - 2025, the coordination between the Provincial Women's Union and Agribank Lao Cai Branch achieved many outstanding results, actively contributing to the development of local agricultural and rural economy.
As of October 31, 2025, the total outstanding loan balance entrusted through the Provincial Women's Union reached 607 billion VND, an increase of 188 billion VND compared to 2015. Loan turnover in 10 years reached 8,101 billion VND; the average outstanding loan balance per borrowing group increased from 2.05 billion VND in 2015 to 3.57 billion VND, the average outstanding loan balance per borrowing household increased from 64 million VND to 170 million VND; the bad debt ratio was controlled at a low level, only 0.51% of the total outstanding loan balance.

To date, more than 8,000 customers in agricultural and rural areas have had access to credit capital through the Women's Union at all levels. Many households have used loans effectively to expand production, develop livestock farming, and service businesses, thereby changing their economic thinking, creating jobs, increasing income and contributing to sustainable poverty reduction.
This result not only affirms the effectiveness of inter-sectoral cooperation between the Provincial Women's Union and Agribank Lao Cai Branch in implementing the credit policy serving "Tam Nong", but also contributes to the health of the micro-credit market, pushing back black credit, and is recognized and highly appreciated by the local government and people.
