According to the assessment, 24/26 main targets have been achieved and exceeded the plan (1 target has not been evaluated), of which 13 targets have exceeded the plan (KH), notably: The growth rate of gross regional domestic product (GRDP) is estimated at 11.72%, exceeding the plan and ranking 3rd in the country.
Agricultural, forestry and fishery production has developed quite comprehensively, with total food output estimated at 1.56 million tons, equal to 101.9% of the plan. Livestock has developed stably; forestry continues to develop in a sustainable direction... The National Target Program on New Rural Development (NTM) and the One Commune One Product (OCOP) Program have been directed for implementation. By the end of 2024, 2 more districts and 17 communes will meet NTM standards; 2 districts and 26 communes will meet advanced NTM standards; 11 communes will meet model NTM standards. 120 more products will be ranked OCOP at the provincial level, bringing the total number of OCOP products at the provincial level to 548, ranking 3rd in the country.

The total investment capital implemented in the province is estimated at VND 138,856 billion, equal to 102.9% of the plan and increasing by 4.5% over the same period...
Foreign affairs and investment promotion activities continued to be promoted; during the year, 103 direct investment projects were attracted (including 18 FDI projects), with a total registered capital of VND 12,890 billion and USD 422.9 million, 1.41 times higher in number of projects and 17.8% higher in registered capital compared to the same period.

Besides the achieved results, there are still some shortcomings and limitations, such as: The granting of land use right certificates is still slow, illegal mineral exploitation is still occurring, land use accumulation is still slow, and environmental pollution still exists at livestock farms and production facilities. The Department of Natural Resources and Environment recommends: In the 2025 land use plan, do not allocate to projects with low feasibility; localities need to allocate land use planning targets in 2025 in a truly reasonable manner to exploit land effectively; at the same time, urgently plan land use in 2025. The industry has consulted and submitted to the Provincial People's Committee for approval a plan to organize a joint entrance exam for grade 10 of public high schools and grade 10 of Lam Son Specialized High School, instead of organizing two separate exams like in previous school years. Regarding the teaching staff, this year the Central Government continues to allocate 461 positions to the Thanh Hoa education sector. Along with the targets of previous years, localities need to proactively recruit all allocated positions. At the same time, it is recommended that competent authorities consider and arrange contract teachers according to the Government's decree, so that localities and educational institutions can proactively arrange funding sources and sign contracts from January 1, 2025, ensuring effective teaching and learning. Thanh Hoa is a locality with a large number of disabled students, so the Department of Education and Training proposed that the province should consider building a specialized school for disabled students to demonstrate superiority and fairness in education. — Pay attention to supporting district hospitals in implementing the autonomous mechanism. However, in addition to newly arising limitations and weaknesses, there are also long-standing limitations and weaknesses that have been pointed out many times but have not been overcome, such as: The progress of infrastructure investment in industrial parks and industrial clusters over many years is still slow and unsynchronized; disbursement of investment capital for national target programs on new rural construction, poverty reduction, and support for ethnic minority mountainous areas all have low achievement rates; environmental pollution due to production and livestock farming still occurs in some localities and enterprises... To successfully implement the goals and tasks of 2025, the province needs to focus on resolving difficulties and obstacles to speed up the progress of 23 key projects in the province to put them into use; at the same time, overcome slow-progress and wasteful projects. Therefore, the province needs to promptly direct the completion and issuance of guiding documents, creating a legal basis to promptly resolve the above difficulties. — Strive to complete housing construction and repair according to Directive 22-CT/TU before Lunar New Year 2025 Comrade Ha Thi Huong, Secretary of Quan Hoa District Party Committee. Provincial Party Secretary Nguyen Doan Anh emphasized: 2025 plays a particularly important role, is the finishing year, has a key and decisive significance for completing the goals of the 19th Provincial Party Congress, term 2020-2025 and the 5-year socio-economic development plan 2021-2025 of the province; is the year to organize party congresses at all levels, towards the 14th National Congress of the Communist Party of Vietnam.

In the context of the world and regional situation continuing to have complex and unpredictable developments; the domestic situation has many advantages but still has many intertwined difficulties and challenges; for our province, there are very important advantages, that is, the Politburo has issued Resolution No. 58 on building and developing Thanh Hoa province to 2030, with a vision to 2045, the National Assembly has issued Resolution No. 37 on piloting a number of specific mechanisms and policies for the development of Thanh Hoa province, so investment resources from the central budget into our province have increased; the results of attracting investment from many years ago, especially since the beginning of the term, have achieved many impressive results. These are very basic conditions for us to successfully implement the goals and tasks of 2025, contributing significantly to the successful completion of the Resolution of the 19th Provincial Party Congress, term 2020-2025.
To successfully carry out the tasks of 2025, Provincial Party Secretary Nguyen Doan Anh emphasized a number of key tasks, namely: Focus on leadership and direction with the highest political determination to strive to complete and exceed the goals, targets and tasks of socio-economic development in 2025, contributing to the completion of the goals and tasks of the entire 2020 - 2025 term. In directing and operating, it is necessary to uphold the spirit: Once agreed, discussed, and resolved, it must be done, and whatever is done must be done, in accordance with the functions, tasks and responsibilities assigned to each position. Strictly implement the regime of periodic and ad hoc inspection and reporting according to regulations, especially immediately reporting difficulties and problems in resolving work to people and businesses for timely resolution within their authority; not pushing, avoiding and not pushing matters under their authority to higher levels.
Focus on removing difficulties and speeding up the progress of investment projects in production and business of investors, especially 23 projects that have attracted investment for many years but are now behind schedule, to soon put them into production, contribute to growth, increase budget revenue, and create jobs; synchronously implement solutions to collect the State budget, ensure completion and exceed the set estimate. Focus on urgently directing the calculation of land use fees for projects assigned to investors to speed up the progress of project implementation, soon put the projects into operation and increase the State budget revenue.
Allocate public investment capital with focus and key points; prioritize capital for key, large-scale projects and works for early completion. Focus on comprehensive agricultural development with appropriate scale, high added value, adaptation to climate change and sustainable development. Continue to promote decentralization, delegation of authority, and authorization to implement projects, associated with effective implementation of new laws passed by the 15th National Assembly at the 8th Session; At the same time, strengthen the inspection and supervision of the implementation of decentralization and authorization, as stated by the Prime Minister at the conference on the morning of December 1: "Once authorized, we must trust our subordinates. Once we trust, we must let the unit do it, without interfering in any form. Only then can we resolve the work smoothly. Even small matters must be reported and asked for opinions, wasting opportunities, wasting time, and not promoting the dynamism, initiative, determination, and decisiveness of the sectors, units, and localities"...
Along with the above tasks, the Provincial Party Secretary proposed to strengthen national defense and security, build a solid defense zone, build a national defense posture associated with the people's security posture, ensure border security; maintain political security and social order and safety.
In the work of Party building, Provincial Party Secretary Nguyen Doan Anh proposed focusing on directing resolutely and effectively the implementation of the summary of Resolution No. 18 dated October 25, 2017 of the 12th Central Executive Committee; developing a plan to reorganize the apparatus and staff. Focusing on preparing to merge district and commune-level administrative units according to Resolution No. 1238 of the National Assembly Standing Committee, ensuring conditions for administrative units after reorganization to quickly stabilize their organizations, operate in a disciplined manner, and promote efficiency. Party committees at all levels focus on leading and directing the successful organization of Party Congresses at all levels for the 2025-2030 term according to the provisions of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo and the plans and instructions of the Central and Provincial Party Committees.
The Provincial Party Secretary also requested all levels and sectors to continue to tighten discipline and order in performing tasks, directing and operating; to overcome the situation where a number of cadres, civil servants and public employees shirk and avoid performing their tasks.
Regarding the content of the first Draft of the Political Report submitted to the 20th Provincial Party Congress, term 2025-2030, Provincial Party Secretary Nguyen Doan Anh stated: The Provincial Party Executive Committee basically agreed on the contents of the draft political report; assigned the Provincial Party Standing Committee, directly Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation to direct the Congress Content Subcommittee to selectively absorb the maximum reasonable and accurate opinions of the members of the Provincial Party Executive Committee and delegates attending the conference to continue to supplement and complete the Report to ensure quality, to proceed with the next steps according to plan.
It is recommended that agencies, departments, branches, and each individual comrade continue to update the specific situation, closely and accurately propose the goals, directions, breakthrough tasks, and key solutions that need to be focused on implementing in the coming term so that the Political Report of the Provincial Party Executive Committee has a high level of generalization in theory and practice, gathering the wisdom of cadres, party members, and people of all walks of life in society, especially thoroughly grasping the direction of General Secretary To Lam on drafting the Congress documents, which is: "Must ensure the highest promotion of the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride"; constantly strengthen solidarity and unity within the Party, great national solidarity; connect thoughts and actions, Party ideas and people's hearts; make the most of opportunities and advantages, minimize risks and challenges, open up new development prospects, expand living space, build a strong Communist Party of Vietnam, a rich, democratic, fair Vietnam, civilization, Vietnamese people have a prosperous and happy life".
In a democratic spirit, delegates unanimously voted to pass the Resolution of the Provincial Party Executive Committee on goals and tasks for 2025.
