At the conference, Head of the Provincial Party Committee's Organizing Committee Nguyen Minh Tien announced the Decision of the Provincial Party Committee's Standing Committee on the establishment of a Steering Committee to implement the elimination of temporary and dilapidated houses in the province. According to the decision, the Steering Committee has 47 members. Comrade Nguyen Manh Dung, Acting Secretary of the Provincial Party Committee, is the Head of the Steering Committee; Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, is the Deputy Head of the Standing Committee of the Steering Committee; Comrade Thao Hong Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, is the Deputy Head of the Steering Committee and the members are leaders of departments, branches, and secretaries of district and city Party Committees. The Steering Committee has the function and task of leading, directing, inspecting, and supervising the implementation of the elimination of temporary and dilapidated houses in the province; directing district and city Party Committees to organize the elimination of temporary and dilapidated houses. Accordingly, there are 3 subjects (people with meritorious services; households receiving support from the National Target Program; households living in temporary and dilapidated houses). Subject 1 completed before June 30; subject 2 completed in 2025; subject 3 completed before August 2025 to celebrate the Party Congresses at all levels, term 2025 - 2030.

Next, the leaders of the Department of Labor, Invalids and Social Affairs approved the Working Regulations of the Steering Committee; the results of housing support implementation in the province in the period of 2019 - 2024; the plan of the Steering Committee until the end of 2025. According to the report, in the period of 2019 - 2024, the whole province has 19,553 houses supported for new construction and repair under the 1953 Program; the National Target Program for Sustainable Poverty Reduction; the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas; the Great Unity House Program, Trade Union Shelters, Red Cross Houses; the program to support houses damaged by natural disasters. The total direct support budget is over 903 billion VND.

Regarding the implementation of eliminating temporary and dilapidated houses in the province by the end of 2025, according to the review of districts and cities, by October 30, 2024, the total number of households needing housing support is 5,848 households; of which 4,951 new houses are built; 897 houses are repaired.

Under the discussion chaired by Chairman of the Provincial People's Committee Nguyen Van Son - Deputy Head of the Standing Committee of the Steering Committee, delegates focused on giving opinions on the Working Regulations of the Steering Committee; results of repairing and building new houses in the period of 2019 - 2024; especially the review, statistics of subjects, quantity, criteria for temporary houses and dilapidated houses currently in the province; implementation time; support level for new construction and repair; establishment of Steering Committees at district and commune levels. At the same time, analyze and identify specific difficulties, obstacles and remedies; key tasks, solutions, plans, and implementation roadmap to complete the goal of eliminating temporary houses and dilapidated houses by 2025...

Concluding the conference, Acting Secretary of the Provincial Party Committee Nguyen Manh Dung emphasized: The program to eliminate temporary and dilapidated houses is an important political task, demonstrating the sense of responsibility and profound humanity of the Party, State and Government towards people with meritorious services, poor and near-poor households and other subjects. He requested that the entire political system from the province to the grassroots level need to have high determination, look straight at the truth, be realistic, overcome limitations in the review work, and inaccurate data to have solutions to effectively implement the program in the province.

After listening to the opinions of the delegates, the Acting Secretary of the Provincial Party Committee requested the Department of Labor - Invalids and Social Affairs (Standing Office of the Steering Committee) to coordinate with the Provincial Party Committee Office to absorb the opinions to complete the Operating Regulations, assign tasks to the Steering Committee members and other related documents. Regarding the report to the Ministry of National Defense and the Minister of National Defense, it is necessary to focus on the budget for implementing the elimination of temporary and dilapidated houses in the spirit of the Prime Minister's campaign. At the same time, complete the Steering Committee's Plan to implement the program of eliminating temporary and dilapidated houses.

Regarding beneficiaries of the program, the Acting Secretary of the Provincial Party Committee requested the Steering Committees of the District and City Party Committees to urgently review the beneficiaries of temporary and dilapidated houses, clarifying the beneficiaries of poor households, near-poor households and other beneficiaries, and send them to the Provincial Party Committee Office to report to the Standing Committee and the Provincial Party Committee by November 15. The Acting Secretary of the Provincial Party Committee requested that priority be given to temporary and dilapidated houses for poor and near-poor households first; beneficiaries 3 should be completed immediately in November and completed in July 2025; beneficiaries of meritorious people should be completed before June 2025; beneficiaries of the 3 National Target Programs should be completed in 2025.

The Acting Secretary of the Provincial Party Committee also announced that there is now funding to implement the program and requested the Chairman of the Provincial People's Committee to direct the allocation to districts and cities for implementation. He requested that the Standing Committee of the Provincial Party Committee closely follow the grassroots level, be resolute in leading and directing localities in charge of eliminating temporary and dilapidated houses according to the agreed timeline.

The Acting Provincial Party Secretary also thoroughly grasped the Prime Minister's motto for eliminating temporary and dilapidated houses: "The Party leads, the State manages, the Fatherland Front and organizations support, and the people are the masters"; high determination, great efforts, drastic actions, focus, finishing each task, clearly assigning people, tasks, time, responsibilities, results, and products.

Identifying housing support for people with revolutionary contributions, poor households, and near-poor households as a political task, in which local authorities at all levels are the units that decide the success of the program. Focus on leadership, direction, promoting the role and responsibility of the head in improving the quality and efficiency of resources to implement housing support for people with revolutionary contributions, poor households, and near-poor households.

Diversify resources in a comprehensive, widespread, and inclusive manner. Call on all people and businesses to diversify forms of support, "whoever has something to contribute, whoever has merits to contribute, whoever has property to contribute, whoever has a lot to contribute a lot, whoever has little to contribute a little", creating a movement and trend for the poor, for the movement to eliminate temporary and dilapidated houses.
