Conference to discuss solutions to improve the quality of rural domestic water

On November 8, comrade Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee chaired a conference to discuss solutions to improve the quality of rural domestic water.

Attending the conference were representatives of leaders of relevant departments and branches; People's Committees of districts and cities; specialized units monitoring activities and managing water quality.

According to the report on the current status of rural water supply in the province, it is estimated that by the end of September 2023, about 96.7% of the population in rural communes in the province will have access to clean water. Centralized water supply projects in rural and urban areas, along with small-scale water sources, are providing clean water that meets standards for 68.2% of rural households.

In the rural communes of the province, there are 68 rural water supply works in operation, divided into 4 management models: enterprises manage 47 works; the Center for Clean Water and Rural Environmental Sanitation manages 2 works; the private sector manages 2 works; and the People's Committee of the commune manages 17 works.

Rural water supply projects have basically been socialized. The projects that have not been assigned to enterprises and management centers are mostly village-level projects with low capacity, seriously degraded status, located in economically difficult areas, and managed by the People's Committees at the commune level.

From 2019 to present, the units assigned to manage the centralized rural water supply works have invested, repaired and maintained many items; upgraded level 1 and level 2 pumping stations, electrical cabinets and pumps; built filtration and treatment systems; opened main pipelines, drilled more wells, dismantled, moved, renovated and upgraded water pipes; moved many meters to the correct location. Coordinated with the commune authorities to set up boundary markers and signs for the scope of the sanitary protection zone of the domestic water intake area. Regularly maintained, repaired and handled incidents arising during operation so that the works could operate regularly and continuously.

Of the total 116/119 communes in rural areas of the province (except for 3 communes in Ninh Binh City where 100% of households have used clean water from the City Water Plant and Thanh Nam Water Plant), there are currently: 100 communes have had access to clean water from centralized water supply works; 16 communes have not had access to clean water from centralized water supply works, namely: Phu Son, Son Ha, Son Lai, Van Phu, Van Phuong (Nho Quan district); An Hoa, Chat Binh, Hoi Ninh, Hung Tien, Kim Dinh, Kim Dong, Kim Trung, Xuan Chinh (Kim Son district); Khanh Cong, Khanh Cuong, Khanh Thuy (Yen Khanh district), people in the area use hygienic water from small water sources.

Currently, the difficulties and problems affecting the management of rural domestic water supply projects are that the quality of input water sources is increasingly at risk of pollution, the input water sources of some water supply projects use surface water with water quality that does not meet regulations; some rural domestic water supply projects were built a long time ago, but have now degraded, the water treatment technology chain is not guaranteed; in the process of building rural roads, many pipelines are located deep under the concrete roadbed, projects do not have funds to compensate for moving pipelines and meters, causing difficulties for the management and operation of water supply units...

At the conference, delegates discussed and clarified the existing problems and difficulties in the implementation of tasks of units and localities in managing rural water supply works; at the same time, proposed solutions to improve the quality of rural water in the coming time.

Concluding the conference, Vice Chairman of the Provincial People's Committee Tran Song Tung emphasized the importance of clean water for people's health and quality of life.

Currently, the management of rural domestic water supply activities is facing a number of difficulties and problems that require attention from all levels, sectors and localities, raising the sense of responsibility, being proactive and promptly overcoming them, related to the inspection and improvement of water quality; reviewing and ensuring the water source protection corridor; ensuring the quality of water sampling and testing; planning, investment attraction mechanisms, support mechanisms for people and businesses in using clean water in rural areas; strengthening the inspection of clean water supply works and projects, urging debt collection; striving to achieve 95% of people using clean water at low cost by 2030.

Ensuring the quality of clean water in rural areas will contribute to improving health, reducing diseases, and improving the quality of life of people; thereby contributing to ensuring social security, building new rural areas, and developing the local economy and society.
