(MPI) – Speaking at the conference to announce the Hung Yen Provincial Planning for the 2021-2030 period, with a vision to 2050, and promote investment in the province, which took place on the afternoon of July 7, 2024, Prime Minister Pham Minh Chinh highly appreciated Hung Yen province , the Ministry of Planning and Investment , and relevant agencies and partners for their close coordination and careful preparation for this important event, combining the announcement of the planning and investment promotion of the province; demonstrating strategic vision, methodical and scientific approach, and special attention from businesses and investors.

At the Conference, Minister of Planning and Investment Nguyen Chi Dung presented Decision No. 489/QD-TTg dated June 10, 2024 of the Prime Minister approving the Planning to the provincial leaders. The approved Hung Yen Provincial Planning serves as a comprehensive, overview blueprint, defining the vision and long-term development goals for each sector and field and forming a long-term socio -economic development orientation framework, helping Hung Yen province clearly identify potentials and strengths to focus on leadership, direction, and implementation to ensure maximum promotion of potentials and advantages, and concretize the aspirations of the province's socio-economic development goals.
The conference also heard Hung Yen province introduce its potential, advantages, and investment attraction orientation to investors and the business community and award investment policy decisions and investment registration certificates to a number of investment projects in the province. Promoting the strength of great solidarity and unity, constantly innovating and mobilizing all resources with a spirit of high determination, great effort, steadfastness and perseverance, the Party Committee, government and people of Hung Yen province will successfully implement the Hung Yen Provincial Planning for the period 2021-2030, with a vision to 2050.
Representatives of investors shared about the potential, opportunities, and business investment environment in Hung Yen province. Opinions at the conference showed that the business investment environment of Hung Yen province is increasingly improving, creating favorable conditions for both domestic and foreign investors; more and more large corporations and enterprises are investing and doing business in Hung Yen province.
Speaking at the Conference, Prime Minister Pham Minh Chinh said that since the beginning of the 13th National Congress term, planning work has been focused on and achieved many outstanding results, including completing the establishment, appraisal and approval of 110/111 national, regional, sectoral, field and provincial and municipal plans.
According to the Prime Minister, Hung Yen province has a lot of space, potential, and opportunities for breakthrough development; along with natural conditions, geographical location, human resources, cultural and historical traditions. Over the past years, the Party Committee, government, and people of Hung Yen have promoted the spirit of solidarity, self-reliance, dynamism, creativity, seizing opportunities, overcoming difficulties and challenges; determining the vision and strategy to effectively promote potential and advantages and achieving important achievements in socio-economic development, making great strides.
On behalf of the Party and State leaders, the Prime Minister acknowledged, highly appreciated, commended and congratulated the important achievements that the Party Committee, government, army and people of Hung Yen province have achieved in the past time, actively contributing to the overall development of the whole country.
However, besides the achieved results, Hung Yen still has some difficulties, limitations and challenges such as economic development not commensurate with the potential and advantages of the province, especially the advantages of regional linkage; science, technology and innovation have not become strong driving forces for development; the quality of human resources has not met the requirements; there are not many large enterprises with brands and high competitiveness; administrative procedure reform needs more efforts; management and use of land, resources and environment need to be more effective...
The Prime Minister assessed that the Hung Yen Provincial Planning has been carefully, methodically and scientifically prepared; built with breakthrough thinking and long-term vision on the basis of promoting distinct potentials, outstanding opportunities, and competitive advantages from nature, people, traditions, culture, and history, both inheriting and developing.
The planning has concretized Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo on the direction of socio-economic development, ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045; expressing aspirations and thereby contributing significantly to realizing the goal of developing Hung Yen into a rich, beautiful, modern, civilized, prosperous and happy one.

In order for the province to achieve its set goals and contribute to the “Red River miracle”, the Prime Minister requested that Hung Yen province be proactive in implementing and concretizing the Plan. Accordingly, the socio-economic space should be organized according to the “network” model, integrated multi-polarity, based on the development framework structure including 02 regions, 02 corridors, 05 axes, 03 centers as indicated in the Plan; well implement the development orientation of industry, agriculture, and services; focus on implementing strategic breakthroughs (institutions, infrastructure, human resources).
Regarding key solutions, in the coming time, the Prime Minister emphasized the need to closely follow the guidelines, policies and laws of the Party and State; associated with the implementation of the Resolutions of the Central Committee, the National Assembly, the Government, the Resolution of the Provincial Party Congress; effectively organize the implementation of the Planning, ensuring synchronization and conformity with the national master plan, regional planning, and sectoral planning. Urgently develop a scientific Provincial Planning Implementation Plan, suitable to resources, situation, practical requirements and people's aspirations.
Continue to strongly improve the business investment environment, focusing on creating reform breakthroughs, simplifying administrative procedures, building digital government, creating an open, public, transparent and equal business investment environment.
Maximally mobilize and utilize state, private and other legal resources to invest in developing synchronous and effective infrastructure, prioritizing transport infrastructure to create domestic and international connections. Prioritize investment in dynamic, key projects with great spillover effects, creating new development space, new momentum and capacity.
Along with that, promote digital transformation, innovation, creative startups, create incubators, develop businesses, form large enterprises; develop science and technology, apply science and technology; have regimes and policies to treat and attract human resources, especially high-quality human resources.
Accelerate economic restructuring, associated with growth model innovation, productivity and competitiveness improvement. Expand and improve value chain efficiency, promote chain linkages; focus on developing new products and services with high added value. Promote the driving role of urban areas, promote civilized, modern and sustainable development.
Comprehensively develop culture and society; focus on building a clean and strong Party organization and political system; do a good job of policy communication, propaganda, and widely disseminate the Provincial Planning in various forms so that people, businesses, and investors understand and grasp, thereby supporting the Planning, following the Planning, supervising the implementation of the Planning and enjoying the results with the spirit of "People know - People discuss - People do - People enjoy".
The Prime Minister requested that central ministries and branches regularly pay attention to, monitor, urge and support Hung Yen in implementing the Provincial Planning in the coming time. Investors need to build long-term business and service strategies according to the planning, always accompanying the sustainable development of the province. Hung Yen province needs to listen, understand and accompany businesses.
At the same time, he expressed his hope and belief that with the efforts of the Party Committee, the government and the people of the whole province, Hung Yen will develop rapidly, sustainably and modernly, rising to the top of the country. The success of the conference will be the beginning and inspiration for the effective implementation of the Provincial Planning.

Speaking at the Conference, Provincial Party Secretary Nguyen Huu Nghia thanked and accepted the Prime Minister's instructions with many important and strategic contents, associated with the implementation of the provincial planning; affirmed that Hung Yen province will absorb the opinions, concretize the tasks for leadership and direction in the coming time. At the same time, he hoped that investors would continue to pay attention and invest in Hung Yen province, contributing to concretizing the projects in the planning.
Hung Yen province identifies planning as an important role, leading the development of the country, industry, region and locality. Hung Yen province's planning is elaborately and methodically built, with innovative thinking, strategic vision and development aspirations of the province. In the coming time, Hung Yen province will focus on promoting propaganda, widely disseminating, publicly and transparently the entire Provincial Planning along with a system of planning diagrams and maps so that all levels, industries, cadres, party members, civil servants, public employees, workers, business community and all classes of people know and implement it.
Mobilize all resources, exploit all potentials and strengths of the province, especially human values, cultural traditions, civilization, glorious history, and heroic revolution of Hung Yen homeland. Urgently direct the development and submit to the Prime Minister for promulgation of a plan to implement the Provincial Planning with specific tasks and solutions; actively innovate and improve the effectiveness of leadership, management, and governance of provincial development in accordance with the Provincial Planning.
At the Conference, 24 projects were granted investment policy approval decisions and project investment registration certificates, with a total investment capital of nearly 763 million USD and nearly 10 trillion VND. Minister Nguyen Chi Dung, leaders of Hung Yen province, and leaders of the Department of Planning and Investment awarded investment policy approval decisions and investment registration certificates to investors. Through investment promotion activities, the province introduced to domestic and foreign enterprises and investors a list of priority projects calling for investment with the hope that more and more domestic and international strategic investors will be interested, prioritized and decide to invest, contributing to building Hung Yen province to be increasingly rich, civilized, and improving people's lives./.
