Conference to assess the socio-economic situation in 2025 and deploy key tasks in 2026

(gialai.gov.vn) - On the afternoon of December 2, Comrade Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and Vice Chairmen of the Provincial People's Committee chaired the in-person and online conference to assess the socio-economic situation of the province in 2025 and deploy key tasks in 2026. Attending the conference at the bridge point of the Provincial People's Committee headquarters were representatives of the Standing Committee of the Vietnam Fatherland Front Committee of the province; members of the Provincial People's Committee; representatives of leaders of relevant agencies and units.

According to the report at the conference, after 6 months of operating the 2-level local government, the socio-economic situation in the province has basically stabilized; many events and cultural and festival activities have been successfully organized, contributing to promoting socio-economic development. In particular, the province has successfully organized the Party Congresses at all levels and the 1st Gia Lai Provincial Party Congress, term 2025 - 2030. Particularly in November 2025, storm Kalmaegi (storm No. 13) and the prolonged floods that followed caused severe damage, greatly affecting the implementation of the year's socio-economic targets.

Up to now, the GRDP growth rate of the province is estimated at 7.20%; ranking 28th out of 34 localities nationwide and ranking 3rd out of 6 provinces and cities in the South Central Coast and Central Highlands. The province has achieved 18 out of 21 targets assigned by the Provincial People's Council, including many impressive economic growth targets, creating momentum for development in the following years.

Deputy Director of the Department of Finance Tran Vu Thanh Hung reported on the socio-economic situation in 2025 and the expected socio-economic development plan for 2026.

Agricultural, forestry and fishery production achieved positive results. The total rice cultivation area is estimated at 169,572 hectares, up 1.4% over the same period; the output is estimated at 1.07 million tons, up 2.2% over the same period. The whole province has converted ineffective crop structures with an area of ​​13,345 hectares to other crops such as sweet potatoes, vegetables of all kinds, beans of all kinds, corn, peanuts, sesame, annual crops, fruit trees, and perennial crops. The herd of cows is estimated at 793,800, up 1.8%; the herd of pigs is estimated at 1,681,100, up 13.8%; the herd of poultry is estimated at 18.428 million, up 7.8% over the same period. The forestation area is estimated at 26,947 hectares, reaching 100% of the plan. Total aquatic product output is estimated at 300,698 tons, up 2.0% over the same period. The whole province continues to effectively implement urgent solutions to combat illegal fishing (IUU) and policies to support fishermen in offshore fishing according to regulations.

Industrial production maintained a stable growth momentum, the industrial production index (IIP) in 2025 is estimated to increase by 9.0% over the same period; of which the manufacturing and processing industry increased by 6.02%; the electricity production and distribution industry increased by 19.82%; water supply, management and treatment of wastewater increased by 9.95% over the same period. Urban construction, development, planning management, technical infrastructure and housing continued to achieve many positive results. The province issued a Decision approving the adjustment of the Gia Lai Provincial Planning for the period 2021-2030, with a vision to 2050.

Trade, service and tourism activities in the province are vibrant, continuing to be an important driving force for economic growth. Total retail sales and consumer service revenue in 2025 is estimated at VND 198,384 billion, up 13.1% over the same period. Export turnover is estimated at USD 3,447.5 million, up 14.7% over the same period and exceeding the plan by 19.7%, with key export groups such as: wood products, coffee, plastic products, rubber latex, garments, seafood of all kinds, cassava and cassava products. In 2025, the province is estimated to welcome 12.4 million tourists, up 17.6% over 2024, with revenue of VND 29,000 billion.

Total state budget revenue is estimated at VND 25,950 billion, reaching 107.7% of the estimate assigned by the Provincial People's Council, exceeding 13.1% over the same period.

By November 30, 2025, the whole province had attracted 172 investment projects (exceeding the 2025 plan of 165 projects) with a total registered investment capital of VND 157,050 billion, including 156 domestic investment projects with a total registered capital of VND 121,365 billion and 16 FDI projects with a total investment capital of VND 35,683 billion (equivalent to USD 1,427 million). This result shows the strong attraction from the province's potential, open policies and determination to accompany businesses, expected to bring positive effects to the local economy in the coming time.

Major General Le Quang Nhan - Director of the Provincial Police Department reported on the situation of ensuring security and order in the province.

In addition to the economic sector, the fields of culture, sports, education, health, science - technology and social security continue to receive the attention and direction of the Provincial People's Committee for synchronous implementation, achieving many positive results. National defense and security continue to be maintained, social order and safety are stable. The organization of the two-level government apparatus initially operates stably and smoothly, ensuring timely and effective service to the people and businesses. Administrative reform has achieved many positive results; the operational efficiency of governments at all levels has been gradually improved.

In particular, the work of preventing and overcoming the consequences of storm No. 13 and the prolonged flood in November was proactively, synchronously and resolutely deployed by the entire political system in the spirit of "prevention is the key, early and from afar", ensuring the safety of people's lives and property and minimizing damage caused by storms and floods.

Chief of Office of the Provincial People's Committee Nguyen Xuan Vinh reported on the results of performing tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee and the work of handling administrative procedures to serve people and businesses in the province.

According to the report of the Provincial People's Committee Office, in the last months of the year, departments and branches have focused on implementing key tasks and regular tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee.

Notably, in terms of the index of serving people and businesses, as of December 2, 2025, Gia Lai province achieved 91.06 points (up 0.77 points and up 02 ranks compared to October 2025), ranked 5th out of 34 provinces and cities nationwide and is 1 of 12 localities classified as Excellent.

At the conference, delegates focused on evaluating the results of socio-economic development; analyzing the causes affecting socio-economic development such as: unusual and irregular weather changes, causing disadvantages for production, especially storm No. 13 (Kalmaegi) and floods at the end of the year; the capacity of direction, organization and implementation, and sense of responsibility of some departments, branches and localities are not high; coordination between levels and branches in some places and at some times is not synchronous and not timely; the workload after the reorganization and streamlining of the apparatus is large and complicated, and the direction and guidance work is sometimes passive.

Concluding the conference, Chairman of the Provincial People's Committee Pham Anh Tuan emphasized that 2025 is a year of special importance, a year of acceleration, breakthrough, completion of the 5-year socio-economic development plan 2021 - 2025 and creating room for the next stage.

Chairman of the Provincial People's Committee Pham Anh Tuan acknowledged and highly appreciated the efforts and determination of all levels, sectors and localities in implementing the tasks and targets for socio-economic development in 2025.

In the coming time, Chairman of the Provincial People's Committee Pham Anh Tuan requested the entire government system to continue promoting the spirit of solidarity, discipline, closeness, determination, drasticness, efforts and breakthroughs in directing and implementing tasks and targets for socio-economic development. Strictly apply the "6 clear" principle in directing and handling work at each agency, unit and locality for the common development goal of the province.

In the immediate future, it is necessary to carefully prepare the content and conditions to organize the 2025 year-end summary and implement the 2026 plan. In particular, departments, branches, and localities urgently complete the development of targets, tasks, and solutions for socio-economic development at the provincial and communal levels in 2026. The 2026 data targets must have a clear and feasible basis for calculation; be divided quarterly; tasks and solutions must be specific, with convincing evidence. From 2026 onwards, the Provincial People's Committee will evaluate the task completion results for each agency, unit, and locality according to the assigned quarterly planning targets (KPI). This December, departments, branches, and localities will report to the Provincial People's Committee leaders on the 2026 socio-economic development plan of their agencies, units, and localities.

The conference was connected online to the bridge points of departments, branches, sectors and localities in the province.

Regarding urgent tasks in the last month of 2025, Chairman of the Provincial People's Committee Pham Anh Tuan requested departments, branches and localities to mobilize all forces to quickly rebuild and repair houses for families whose houses collapsed, washed away or were damaged in the recent historic storms and floods in the province; promptly implement support policies for people affected by floods in the spirit of "sympathy" and sharing with the people; immediately repair essential infrastructure; closely monitor the damage situation of enterprises to promptly have support plans to help enterprises recover and stabilize production and business. Along with that, the Police and Military forces continue to deploy support measures to help people overcome the consequences of floods. Implement social security work well, take care of people and policy families to enjoy the Spring Festival.

Relevant departments, branches and localities carefully prepare conditions to launch and inaugurate key projects in the province to welcome the 14th National Party Congress.

Chairman of the Provincial People's Committee Pham Anh Tuan also noted the need to focus on investing in complete and synchronous technical infrastructure of industrial zones and clusters to attract secondary investors. Urge, closely monitor, and resolutely implement key projects and works of the province. Urgently review, complete the updating, adjustment, and supplementation of provincial planning and communal-level general construction planning accordingly.

Develop and complete the content of submissions, projects, and draft resolutions of the Provincial People's Council to serve the meetings of the Provincial People's Council, ensuring time and quality.

Continue to effectively implement urgent solutions to combat IUU fishing. Urgently complete the Policy to support the relocation of boats anchored in Quy Nhon fishing port area and De Gi lagoon area to anchor in Tam Quan fishing port area, the Project on fisheries development for the period 2026-2030, with a vision to 2050 in the province, associated with sustainable fisheries development and resettlement arrangements in landslide and high tide areas.

Speed ​​up the investment progress in building inter-level boarding schools in 07 border communes in the western region of the province. Implement investment in resettlement projects to relocate people in areas affected by natural disasters, landslides, and high tides to safe places. Proactively and firmly grasp the market situation, supply and demand, and commodity prices to have appropriate and effective solutions to stabilize the market, especially for essential goods, ensuring supply at the end of the year and Tet; ensuring food safety and hygiene. Strengthen implementation of national defense - security, social order and safety in the province. Urgently disburse capital plans for 2025, especially capital for national target programs.

Central agencies located in the province, according to their functions and tasks, focus on timely and effectively implementing assigned tasks; proactively support provincial departments, branches and localities to effectively implement tasks according to their monitored and responsible sectors and fields; support businesses to remove difficulties and obstacles, promote production and business, especially in the fields of tax, customs, banking, goods consumption, etc.; at the same time, create the most favorable conditions to support localities to promote their potential and advantages, and promote development. Provincial statistics continue to review and provide all estimated growth figures for the whole province in 2025 and planned targets for 2026 in the province.

Chairman of the Provincial People's Committee Pham Anh Tuan also requested to continue stabilizing the organizational apparatus; reviewing, arranging, perfecting internally and smoothly operating the apparatus of departments, branches, sectors and localities; arranging, mobilizing, organizing and increasing cadres, civil servants and public employees to work at communes and wards.
