The 13th Conference on Cooperation and Development of Vietnam-Cambodia Border Provinces

The 13th Vietnam-Cambodia Border Provinces Cooperation and Development Conference took place in Phnom Penh, Cambodia on November 27-28. Deputy Prime Minister Bui Thanh Son paid a courtesy visit to leaders of the Cambodian Senate and Government; and co-chaired the Conference with Cambodian Deputy Prime Minister and Minister of Interior Sar Sokha.

On the morning of November 28, Deputy Prime Minister Bui Thanh Son paid a courtesy visit to President of the Cambodian People's Party and President of the Senate Hun Sen.

At the reception, Samdech Techo President Hun Sen welcomed Deputy Prime Minister Bui Thanh Son to lead the Vietnamese delegation to Cambodia to co-chair the 13th Vietnam-Cambodia Border Provinces Cooperation and Development Conference and wished the Conference great success, contributing positively to consolidating and enhancing the good neighborly relationship, traditional friendship, comprehensive cooperation, and long-term sustainability between the two countries.

Conveying his regards to General Secretary To Lam and senior Vietnamese leaders, President Hun Sen shared about the damage caused by recent storms and floods in the central provinces of Vietnam.

President Hun Sen expressed his satisfaction with the positive and comprehensive developments in the bilateral relationship in recent times, emphasizing the importance of cooperation through the Vietnam-Cambodia and Vietnam-Cambodia-Laos party channels.

President Hun Sen proposed that the two sides strengthen cooperation in all fields, from politics , security, defense, economics, trade, investment to education, training, culture, science, technology, people-to-people exchange and cooperation between border provinces.

Deputy Prime Minister Bui Thanh Son expressed his delight that in recent times, the Vietnam-Cambodia relationship has continued to be strongly consolidated, in which cooperation through the Party channel helps to consolidate mutual trust and is the foundation for other areas to develop together; security, defense-security cooperation continues to play a pivotal role, security and order in border areas continue to be maintained; economic cooperation is increasingly close and has become a bright spot in bilateral relations with high trade growth.

The Deputy Prime Minister affirmed that the Vietnamese Government will actively direct relevant Vietnamese ministries, branches and localities to effectively implement agreements and treaties between the two countries, especially the important results achieved at the 13th Conference on Cooperation and Development of Vietnam-Cambodia Border Provinces.

On the same afternoon, Deputy Prime Minister Bui Thanh Son paid a courtesy visit to Samdech Thipadei and Prime Minister Hun Manet.

Samdech Thipadei, Prime Minister Hun Manet, welcomed Deputy Prime Minister Bui Thanh Son, who led the Vietnamese delegation to Cambodia to co-chair the 13th Vietnam-Cambodia Border Provinces Cooperation and Development Conference; and respectfully sent his best regards to the senior leaders of Vietnam.

The Cambodian Prime Minister expressed his joy at the great and comprehensive achievements that the Vietnamese people have gained in national construction and development and sent his condolences for the damage caused by floods in Vietnam.

Samdech Thipadei, Prime Minister Hun Manet, proposed that the two sides implement cooperation through party channels and trilateral cooperation between Vietnam, Laos and Cambodia; proposed that Vietnam coordinate to increase road, waterway and air connectivity; promote comprehensive cooperation between border provinces, especially in the fields of culture-education, security-defense, and cross-border crime prevention; step up negotiations on border demarcation and marker planting; affirmed that the Cambodian Government cares about people of Vietnamese origin and supports Vietnamese enterprises to invest and do business in Cambodia.

Deputy Prime Minister Bui Thanh Son congratulated Cambodia on the great achievements it has made since the beginning of the 7th term of the Government of the Kingdom of Cambodia led by Samdech Thipadei, Prime Minister Hun Manet, including political stability, continued economic growth, improved people's lives, and continued enhancement of Cambodia's international role and position.

The Deputy Prime Minister emphasized that under the attention and direction of the two countries' leaders, the Vietnam-Cambodia relationship has been constantly consolidated and expanded, bringing practical benefits to the people of the two countries, economic cooperation has become increasingly closer and become a bright spot in the bilateral relationship; affirming that Vietnam is always ready to coordinate comprehensively and closely to help Cambodia organize the 20th Francophone Summit.

The Deputy Prime Minister expressed his hope that, in his important position, Prime Minister Hun Manet would continue to direct relevant Cambodian ministries, branches and localities to closely coordinate with Vietnam to focus on creating breakthroughs in economic cooperation, including accelerating the connection of transport infrastructure and logistics, typically the Ho Chi Minh City-Moc Bai-Bavet-Phnom Penh expressway connection project, while developing border gates and border trade infrastructure.

Deputy Prime Minister Bui Thanh Son encouraged localities to actively and proactively support each other, especially in trade, health care and education; and strengthen defense and security cooperation, including intensifying the suppression of cybercrime, human trafficking and other cross-border crimes.

The Deputy Prime Minister hopes that the two countries will continue to find effective solutions to resolve areas where border demarcation and marker planting have not been completed, soon sign an Agreement on land border gates and border crossings and an Agreement on border management regulations; continue to pay attention to and soon grant citizenship to all people of Vietnamese origin who meet the conditions and create favorable conditions for children of Vietnamese origin to study in public schools.

Speaking at the Conference, Deputy Prime Minister Bui Thanh Son and Cambodian Deputy Prime Minister and Minister of Interior Sar Sokha expressed their delight at the strong development of Vietnam-Cambodia relations in recent times, emphasizing that since the 12th Conference, the good neighborly relations, traditional friendship, comprehensive cooperation, long-term sustainability between the two countries have continued to be consolidated and enhanced. Political and diplomatic relations have been constantly strengthened, with senior leaders of the two countries maintaining regular contact and exchanges in many forms.

Economic, trade and investment cooperation has grown positively, especially in the provinces bordering Vietnam and Cambodia. Two-way trade turnover has averaged 10 billion USD/year in the past 4 years and reached 9.5 billion USD in the first 10 months of 2025, an increase of more than 13.5% over the same period in 2024.

Regarding the implementation of the agreements reached at the 12th Conference so far, the two Deputy Prime Ministers highly appreciated the cooperation between the two countries' border localities which has achieved many practical results, contributing significantly to maintaining security and order in the border areas, expanding economic connectivity, and improving the lives of border residents. The two sides have maintained a good coordination mechanism between the government and functional forces, ensuring security and order, and preventing cross-border crimes.

Economic and trade cooperation has grown positively. The fields of education, health, labor, transportation and livelihood support for border residents have been promoted, bringing practical benefits to the people. The implementation of QR payment in local currency has contributed to helping people of the two countries transact conveniently, promoting trade, consumption and tourism.

In addition, the two sides also coordinate to organize many conferences, seminars, fairs and trade promotions to help localities and businesses of both sides meet directly, promote products, find suitable partners and resolve problems related to procedures, logistics and import-export rules.

On behalf of the two countries' governments, Deputy Prime Minister Bui Thanh Son and Cambodian Deputy Prime Minister and Minister of Interior Sar Sokha asked the delegates attending the Conference to thoroughly grasp and actively coordinate in implementing the directions and specific measures proposed by the Conference to improve the quality and effectiveness of cooperation between border localities of the two countries, maintain political security, social order and safety, improve people's lives, and build the two countries' border into a truly peaceful, friendly, cooperative and developed border.

During the Conference, ministries, branches and border localities of the two countries also had separate meetings and discussions on specific measures to effectively implement the Conference's agreements.

The conference was attended by leaders of ministries, branches, 10 provinces, cities and three military regions. At the end of the conference, the two sides issued a press release.
