The second meeting of the Hanoi Party Executive Committee, term XVIII

The second meeting of the Hanoi City Party Executive Committee (18th term) discussed important contents on personnel work and programs and regulations that are directional and decisive for the entire term.

Accordingly, the conference will last for 1 day. The City Party Committee will review and discuss 10 contents, including contents to ensure the leadership and direction of the City Party Committee and immediately deploy the implementation of the Resolution of the 18th City Party Congress such as: Working regulations of the City Party Committee, the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee, term XVIII, term 2025 - 2030; Full-term work program of the City Party Committee, term XVIII, term 2025 - 2030; Work program in 2026 of the City Party Committee, Standing Committee of the City Party Committee, term XVIII, term 2025 - 2030; Action program to implement the Resolution of the 18th City Party Congress, term 2025 - 2030; Working regulations of the Inspection Committee of the 18th City Party Committee, term 2025-2030; Inspection and supervision program for the entire term of the 18th City Party Committee, term 2025-2030; Inspection and supervision program for 2026 of the 18th City Party Committee, term 2025-2030.

In addition, the City Party Executive Committee also considered and approved the policy on decentralization of management of infrastructure, socio -economic fields; decentralization of revenue sources and expenditure tasks; decentralization and delegation of tasks to the commune level.

Consider and approve the investment policy of the Project to build a road connecting Gia Binh airport with Hanoi capital under the public-private partnership (PPP) method, Build-Transfer (BT) contract type.

In particular, the City Party Executive Committee will consider and approve the Project on the number, names, and scope of responsibility of the Committees of the Hanoi People's Council; the number of full-time City People's Council delegates of the Hanoi People's Council, term XVII, 2026-2031; and implement the step-by-step process of key city personnel work.

Completing the positions of Chairman of the People's Council and People's Committee of the city

Speaking at the opening of the conference, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc said that the program of the second meeting of the City Party Executive Committee includes two important contents:

Firstly, the conference will carry out the process of personnel work, perfect and introduce the perfecting of key positions in the city's leadership after the congress, including: Chairman of the City People's Council, Chairman of the City People's Committee, Vice Chairman of the City People's Council, Vice Chairman of the City People's Committee, Chairman of the City Party Committee's Inspection Committee and adjust the structure of the 18th City Party Committee Standing Committee.

Second, discuss and decide on many important contents, not only for immediate orientation, but also for the long term, contributing to concretizing, organizing the smooth, breakthrough and responsible implementation of the Central's strategic decisions and resolutions in the capital, which can be generalized into three specific groups:

The first group of contents, on the regulations and working program of the Executive Committee, includes: Working regulations of the City Party Executive Committee, the Standing Committee of the City Party Committee, the Standing Committee of the 18th City Party Committee; Action program to implement the resolution of the 18th City Party Congress; Work program for the entire term of the 18th City Party Executive Committee; Work program for 2026 of the City Party Executive Committee, the Standing Committee of the 18th City Party Committee.

The second group of contents, on the inspection and supervision work of the City Party Committee, includes the working regulations of the 18th City Party Committee's Inspection Committee, the entire term inspection and supervision program of the 18th City Party Committee, and the 2026 inspection and supervision program of the 18th City Party Committee.

The third group of contents on socio-economic development includes decentralization of management of infrastructure, socio-economic fields, decentralization of revenue sources, expenditure tasks, decentralization of task authorization to commune level; investment policy for the project to build a road connecting Gia Binh airport with Hanoi capital under the public-private partnership method, build-transfer contract type.

Noting a number of issues that the City Party Committee's Executive Committee should focus on studying and giving opinions on, Secretary of the City Party Committee Nguyen Duy Ngoc emphasized that the conference is very important and decisive in implementing the Resolution of the 18th Party Congress.

Urgently put the Resolution into practice

Presenting a summary report on the development of the Working Regulations, the Full-Term Work Program for the 2025-2030 term, the 2026 Work Program, and the Action Program to implement the Resolution of the 18th City Party Congress, Deputy Secretary of the City Party Committee, Vice Chairman of the City People's Committee Nguyen Trong Dong said that, based on the Resolution of the 18th City Party Congress, closely following the regulations of the Central Committee, on the basis of synthesizing the proposed content and comments of agencies and units, the Standing Committee of the City Party Committee has directed the advisory agencies to research, review, and develop the draft: Working Regulations of the City Party Committee; Full-Term Work Program for the 2025-2030 term; Work Program for 2026; Action Program to implement the Resolution of the 18th City Party Congress.

According to Deputy Secretary of the City Party Committee Nguyen Trong Dong, the development of these important documents is being carried out on the basis of timely updating and concretizing the strategic resolutions of the Politburo and the General Secretary's instructions on "two strategic questions, three creative poles and seven key requirements and tasks of the city in the new period". The Standing Committee of the City Party Committee requested the institutionalization of those major orientations into specific mechanisms and policies to serve the development of the Capital.

Regarding the Working Regulations of the City Party Committee, the Standing Committee of the City Party Committee proposed to amend and supplement 11 out of 34 articles of the Regulations, focusing on clarifying the authority, responsibility and working process of key agencies and individuals.

The highlights include: Adjusting and updating regulations related to the tasks and powers of the City Party Executive Committee in the fields of economy and planning, ensuring compliance with current laws and the Law on Urban and Rural Planning 2024; supplementing the responsibility of setting an example and taking the lead in applying information technology and digital transformation of the Executive Committee members; strengthening inspection, supervision and assessment of the level of task completion; specifying the role of the Secretary of the City Party Committee - Head of the City Party Committee's Steering Committee on implementing Resolution No. 57-NQ/TU of the Politburo on "Breakthrough in science and technology development, innovation and national digital transformation".

Review and supplement the tasks and powers of the Deputy Secretaries of the City Party Committee in accordance with the new regulations of the Central Government and the practical situation of Hanoi; complete the process of submitting the contents of the Party Committee of the City People's Committee related to planning, investment, economy, key projects, ensuring progress, quality and consistency between the City Party Committee - People's Council - People's Committee; supplement regulations on quickly documenting the conclusions after the Standing Committee of the City Party Committee meeting, following the motto "morning meeting, afternoon announcement; afternoon meeting, evening announcement".

The working programs of the City Party Committee closely follow the spirit of the Resolution of the 18th City Party Congress, at the same time concretizing the mechanisms and policies for developing the Capital in a synchronous, modern and creative direction. In particular, the Standing Committee of the City Party Committee pays special attention to the following areas: Urban planning and management, investment in key projects; creating breakthroughs in the development of science, technology, and innovation in the spirit of Resolution No. 57-NQ/TU.

According to Permanent Vice Chairwoman of Hanoi People's Council Phung Thi Hong Ha, the city will arrange 32 full-time delegates out of a total of 125 city People's Council delegates.
