At the discussion session, delegates listened to Chairman of the IPU Young Parliamentarians Forum, Member of the House of Representatives, United Kingdom Dan Carden; Mexican Parliamentarian, Chairwoman of the IPU Women Parliamentarians Forum Cynthia Lopez Castro; National Assembly Member Luu Ba Mac... share information and experiences related to the topic of "digital transformation", the interest and support of the Government and Parliament of countries in developing digital transformation capacity for the young generation, including young parliamentarians - those who directly participate in the process of policy and law making in general and the field of digital transformation in particular. Delegates agreed that digital transformation has been and is affecting the socio -economic development process of each country. And no country can stand outside this process if it does not want to be left behind. Digital transformation helps change the way the economy operates, dramatically increase labor productivity, create new driving forces for economic growth; help state agencies operate more transparently and effectively, helping to narrow the development gap. The discussion focused on clarifying directions to improve institutions and policies in promoting the digital transformation process to enhance opportunities for sustainable economic development; Sharing experiences of parliaments in legislation, supervision and the role of young parliamentarians to promote the digital transformation process in the context of the fourth industrial revolution (4IR).Member of the Committee for Science , Technology and Environment Luu Ba Mac speaks
Speaking at the discussion session, Member of the Committee for Science, Technology and Environment Luu Ba Mac especially emphasized: Digital transformation is a revolution in policies and institutions more than a revolution in technology. The digital transformation process is taking place in countries at different levels, showing that the most important fundamental factor for the digital transformation process is to perfect institutions and policies to promote digital transformation, ensure inclusiveness and sustainable development, taking people as the center, including promoting digital infrastructure, digital ecosystems, effective solutions to link digital transformation with sustainable development and leaving no one behind. Also at the discussion session, parliamentarians shared the progress achieved in digitizing parliamentary activities for sustainable development; proposed policies and solutions, especially perfecting institutions on innovation, testing new models, deploying new applications, digital platforms to accelerate digital transformation; Universalize digital connectivity, raise digital awareness, digital culture and digital skills for people, narrow the digital gap and ensure equitable access to technology towards the goal of leaving no one behind in the digital environment, ensuring sustainable development.Scene of the first discussion session on “digital transformation”. Delegates said that the Covid-19 pandemic has also forced agencies, including parliaments, to find new ways to do their jobs.
