Conference to review the work of preventing and combating corruption, waste and negativity

(gialai.gov.vn) – On the morning of November 11, comrade Thai Dai Ngoc - Member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the Conference to review the work of preventing and combating corruption, waste and negativity during the 13th Party Congress and the 2020-2025 term of the Provincial Party Committee. Attending the conference on the Central side were comrade Dang Thi My Ngoc - Deputy Head of Department II of the Central Internal Affairs Committee. On the Gia Lai province side, there were comrades: Rah Lan Chung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Ngoc Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; comrades of the Standing Committee of the Provincial Party Committee; members of the Executive Committee of the Provincial Party Committee, term I, representatives of leaders of agencies, units and the Standing Party Committees of 135 communes and wards.

According to the report at the Conference, since the beginning of the term, the Provincial Party Committee and the Provincial Party Committee Standing Committee have focused on leading, directing, thoroughly grasping, concretizing, seriously, promptly and synchronously implementing the solutions and regulations of the Central Government and the laws of the State on the work of preventing and combating corruption, waste and negativity with high political determination and achieved important results, creating many clear changes in the work of preventing and combating corruption, waste and negativity, contributing to building a clean and strong Party and political system of the province, ensuring political security, creating a stable environment, serving the task of socio-economic development of the locality, gaining the consensus, trust and support of cadres, party members and people in the province.

The work of preventing and combating corruption, waste and negativity has many innovations, gradually expanding the scope of leadership and direction more comprehensively and deeply in accordance with the Central's policy; that is, not only preventing and combating corruption but also linking prevention and combating corruption with prevention and combating negativity, focusing on ideological, political, moral and lifestyle degradation; linking prevention and combating corruption and negativity with prevention and combating waste.

Party committees, party organizations, localities, agencies and units have increasingly promoted their roles and responsibilities in the work of preventing and combating corruption, waste and negativity. Information, propaganda and education work has been focused on and implemented, creating positive changes in awareness and action in the entire provincial Party Committee and all classes of people. Inspection, supervision and audit work has focused on key points; effective coordination between functional agencies has been enhanced, many corruption and negativity cases have been discovered and handled strictly and promptly, having a general deterrent, educational and preventive effect.

Specifically, during the term, through inspection work, 23 cases of corruption and negative behavior were discovered; through handling complaints and denunciations, 08 cases with signs of corruption and negative behavior were discovered. The investigation agencies at 2 levels prosecuted 89 cases/170 defendants; the investigation conclusions recommended prosecution of 78 cases/159 defendants. The People's Procuracy at 2 levels prosecuted 77 cases/156 defendants; the People's Court at 2 levels tried 82 cases/129 defendants for corruption, economic crimes, and position crimes. Through the inspection, investigation, trial and execution stages, the authorities recovered a total amount of more than 25.4 billion VND and 1,386,724 square meters of land in violation of corruption and negative behavior cases.

The work of preventing and combating corruption and negativity in the non-state sector has achieved results; the role of elected bodies, the Fatherland Front, and organizations at all levels has been actively promoted. Elected bodies, the Vietnam Fatherland Front, and socio-political organizations have promoted their roles and responsibilities in preventing and combating corruption, waste, and negativity. Specifically, the Provincial People's Council issued 997 resolutions, including contents related to the work of preventing and combating corruption and negativity, practicing thrift, and combating waste; the Vietnam Fatherland Front Committees at all levels organized 718 social criticism conferences, solicited opinions on 3,189 legal documents, coordinated the organization of 1,667 contact and dialogue conferences, 17,965 voter meetings, and compiled 44,232 opinions and recommendations; Gia Lai Newspaper, Radio and Television published more than 1,000 news articles and broadcast 60 issues of the column "Preventing and combating corruption and waste", contributing to good public opinion orientation and providing official information to cadres, party members and the people...

Concluding the Conference, Provincial Party Secretary Thai Dai Ngoc commended the Provincial Party Standing Committee, Party committees at all levels, authorities, agencies, units and localities in the province for focusing on leading, directing, disseminating, thoroughly grasping and implementing the Party's guidelines and resolutions, the State's policies and laws on the prevention and fight against corruption, waste and negativity; thereby, the province's work of preventing and fighting corruption, waste and negativity has had positive and clear changes and achieved many important results, contributing to the successful implementation of political tasks, consolidating people's trust in the leadership of Party committees at all levels and the management and administration of the government.

To further improve the effectiveness of the work of preventing and combating corruption, waste and negativity, meeting the requirements of tasks in the new situation, the Provincial Party Secretary requested Party committees, authorities, units and localities in the province to promote the effectiveness of the two-level local government model and the arrangement and streamlining of the organizational apparatus of agencies and units, promptly overcome shortcomings and limitations, focus on leading and directing the good implementation of key tasks and solutions in the coming time. The Provincial Party Secretary requested to strengthen the leadership of Party committees in the work of preventing and combating corruption, waste and negativity; identify this as a key and continuous political task of Party building and in local socio-economic development; promote the role and responsibility of Party committees, Party organizations and authorities, especially the leaders in leading, directing and implementing. Ensure that the work of preventing and combating corruption, waste and negativity is carried out resolutely, persistently, regularly and continuously throughout the Provincial Party Committee.

Along with that, focus on promoting the implementation of solutions to prevent corruption, waste and negativity. In particular, promote information, propaganda, dissemination and thorough understanding of the Party's guidelines, conclusions and regulations, the State's policies and laws on preventing and combating corruption, waste and negativity; educate revolutionary ethics, build a culture of integrity, practice thrift and combat waste among cadres, party members, civil servants, public employees and all classes of people.

Comrade Thai Dai Ngoc also requested to continue reviewing, specifying, amending, supplementing and perfecting socio-economic regulations under the province's authority. Resolutely, synchronously and promptly implementing solutions and mechanisms to effectively control and prevent corruption, waste and negativity; seriously and effectively implementing regulations on power control in the operations of public agencies. Focusing on administrative reform associated with the application of science and technology, digital transformation in state management activities, Party building, tightening discipline and order in public service performance.

Timely overcome and remove difficulties and obstacles for backlogged and prolonged works and projects; strengthen state management in all fields, prevent loss and waste in management and use of public finance and assets, create strong changes in waste prevention and combat. Strengthening the direction of self-inspection, detecting corruption, waste, and negativity within agencies and units and through the work of handling complaints and denunciations; focusing on inspection, examination, and supervision in areas of public concern, prone to corruption, waste, and negativity; inspecting the prosecution, investigation, prosecution, and trial of corruption, waste, and negativity cases and incidents, and reviewing socio-economic inspections.
