According to the Report summarizing the local military and defense work in 2025 and deploying tasks in 2026 at the Conference, under the direct leadership and direction of the Provincial Party Committee and Provincial People's Committee; the close coordination of Military Region 2, Border Guard Command, Ministry of National Defense ; the efforts of all levels, branches, armed forces and people of all ethnic groups in the province, the local military and defense work in 2025 has achieved many important and comprehensive results in all fields. In particular, the province has thoroughly grasped and seriously implemented the Directives and Resolutions of the Party, State, Military Region 2 on military and defense tasks; promptly issued mechanisms, policies and directives and operating documents suitable to practical conditions, ensuring unity, synchronization, effectiveness and efficiency.

Combat readiness work is maintained seriously and effectively; combat plans are supplemented and perfected; armed forces regularly grasp the situation, proactively advise on timely and appropriate handling. National border sovereignty is maintained; political security and social order and safety are basically stable. Training and exercises are organized closely, according to plan, with many innovations; training quality for subjects is improved; exercises in defense areas, command and staff exercises, Border Guard Command exercises, civil defense exercises, natural disaster prevention, search and rescue exercises at all levels have all completed their tasks well, some have achieved excellent results.

The work of selecting and calling citizens to join the army continues to be carried out seriously, democratically, in accordance with the law, ensuring 100% of the targets, the quality of military service is increasingly improved. The work of national defense and security education is deployed synchronously, the quality of training and fostering of national defense and security knowledge for the subjects continues to be consolidated. The work of building the Militia and Self-Defense Force and the mobilization reserve force is given due attention; the overall quality and combat strength of the provincial armed forces are increasingly improved; the national defense posture associated with the people's security posture is firmly consolidated.

Speeches and discussions at the Conference pointed out key issues and proposed many practical and highly feasible solutions in the leadership and direction of military and defense tasks of the province.

Concluding the Conference, Chairman of the Provincial People's Committee Ha Quang Trung emphasized: 2026 is a year with many important political events of the country and the province, especially the 14th National Congress of the Party and the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels. This is a particularly important political task, requiring proactive and thorough preparation and ensuring absolute security and safety. To continue promoting the achieved results, it is required that agencies, units and localities thoroughly grasp and well implement a number of tasks such as: Party committees and authorities at all levels clearly identify the leadership of military and defense tasks, ensuring security and order as a particularly important political responsibility, a prerequisite for sustainable socio-economic development; proactively grasp the situation of the people; well prepare conditions to ensure security and safety for the 2026 election, considering this a key task of the entire political system; Mobilize and reasonably allocate investment resources for strategic projects in defense zones; closely combine socio-economic development with strengthening national defense and security in accordance with the Party's viewpoint; do a good job of mass mobilization work, promote the role of prestigious people, village chiefs, elders, and religious dignitaries in mobilizing people to comply with the law and build peaceful borders.

Regarding the provincial armed forces, the Chairman of the Provincial People's Committee requested that the provincial armed forces, of which the Public Security - Military - Border Guard forces are the core, must clearly demonstrate political mettle, pioneering spirit, and exemplary in all aspects of work; strictly maintain combat readiness, grasp the situation early, from afar, and from the grassroots. At the same time, further improve the quality of coordination and cooperation to ensure effective unity in protecting security, order, and national border sovereignty; resolutely fight against all types of crimes, especially drugs, human trafficking, cybercrime, black credit, high-tech fraud, illegal entry and exit; do a good job of training and exercises; build the provincial armed forces to be increasingly disciplined, elite, modern, strong, and comprehensive; organize military recruitment closely, seriously, meet the quota, ensure high quality, demonstrate the prestige and responsibility of the province to the Army; Strengthening defense diplomacy, building peaceful and friendly borders, and cooperating with border protection forces of neighboring countries.

On this occasion, Military Region 2 awarded the title of "Military Region Emulation Flag" to 01 collective; "Victorious Unit" to 09 collectives; "Advanced Unit" to 01 collective; "Basic Emulation Fighter" to 09 individuals; "Advanced Fighter" to 22 individuals. The Chairman of Lai Chau Provincial People's Committee awarded Certificates of Merit to 05 collectives and 15 individuals with outstanding achievements in performing military and defense tasks in 2025. The Provincial Military Command awarded emulation titles to collectives and individuals with achievements in implementing the 2025 Emulation Movement, including: Awarding the title of "Advanced Unit" to 17 collectives; "Basic Emulation Fighter" to 21 individuals; "Advanced Fighter" to 108 individuals. The Provincial Military Command commended the militia and self-defense forces in performing military and defense tasks and the 2025 Emulation Movement, including: Awarding the title "Determined to Win Unit" to 15 collectives; "Basic Emulation Fighter" to 35 individuals; "Advanced Fighter" to 70 individuals...
