In his opening remarks at the Conference, Mr. Pham Hung Truong, Director of the Department of Justice, emphasized that 2025 is a year of special significance, being the final year of implementing the socio-economic development plan for the 2021-2025 period, while also preparing for the transition to the new term of 2026-2030. In this context, the Department of Justice of Lang Son province has closely followed the leadership and direction of the Ministry of Justice , the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee; implemented comprehensive and synchronized all areas of judicial work and achieved many positive results, making an important contribution to perfecting the institution, ensuring the rule of law, and serving the socio-economic development of the province.

At the Conference, the Report summarizing the work of the Justice sector in 2025 highlighted outstanding achievements in the areas of drafting, reviewing, and revising legal documents; disseminating and educating the public on legal matters; monitoring the implementation of laws; handling administrative violations; civil registration, notarization, and adoption; legal aid; judicial support; and legal assistance for businesses. Leadership and management continued to be strengthened, administrative discipline and order were tightened, administrative reform and digital transformation in the Justice sector were accelerated, gradually improving the quality of service to citizens and businesses.
The conference also heard presentations and discussions from agencies, units, and localities, focusing on clarifying the achievements, pointing out some difficulties and limitations, and proposing solutions to improve the effectiveness of judicial work in the future.

Delivering a keynote address at the Conference, Mr. Doan Thanh Son, Vice Chairman of the Provincial People's Committee, acknowledged and commended the efforts and achievements of the Lang Son Provincial Justice Department in 2025. He requested that in 2026 and the following years, the Justice Department continue to promote the spirit of unity, discipline, innovation, and creativity; improve the quality of advice on the development and implementation of laws; proactively review and perfect the legal system to suit the two-tiered local government model; and accelerate administrative reform and digital transformation, contributing to building a service-oriented, rule-of-law, and modern government.
On this occasion, the Conference announced and presented the Commendation Decisions for 2025. Accordingly, the Department of Justice was honored to receive a Certificate of Merit from the Minister of Justice for its outstanding achievements in the work of building and implementing laws in the period 2024–2025. At the same time, one collective and one individual were recognized by the Minister of Justice as exemplary advanced models in the Justice sector for the period 2020–2025. Also at the Conference, many collectives and individuals received Certificates of Merit from the Director of the Department of Justice for their outstanding achievements in performing their duties. Thirteen individuals were awarded the title of "Outstanding Emulation Soldier at the Grassroots Level" in 2025. Based on the achievements, the Conference launched the emulation movement of the Lang Son Provincial Justice sector in 2026 with the theme: "The Lang Son Provincial Justice sector unites, maintains discipline, innovates, and strives to excellently fulfill its tasks," creating a vibrant atmosphere of emulation, spreading a spirit of responsibility and determination to successfully complete the assigned political tasks in 2026.

In his closing remarks at the Conference, Director of the Department of Justice Pham Hung Truong affirmed: fully absorbing the directives of the Provincial People's Committee leaders and the opinions discussed at the Conference, the Department of Justice of Lang Son province will concretize them into the work program and plan for 2026 and the orientation for the 2026-2030 term, determined to successfully complete the assigned tasks and meet the development requirements of the province in the new period.
