According to the report of the Ministry of Construction , up to now, the whole country has 3,297 housing real estate projects, urban areas with a scale of more than 5.9 million units, total investment of 7.42 million billion VND; 447 industrial parks have been established, with an area of about 93,000 hectares; many commercial, service, and resort projects have been invested synchronously.
In particular, in implementing the Project of 1 million social housing units by 2030, the whole country is implementing 696 projects with a scale of 637,048 units. Of which, 191 projects have been completed, 195 projects are being implemented and 310 projects have been approved for investment. The number of completed and commenced projects by 2025 is estimated to reach 60% of the Project's target.
In the first 10 months of 2025 alone, the country has started 82 new projects with a scale of nearly 90,000 units; completed 61,893 units and is expected to add nearly 30,000 more units by the end of the year. In addition, the Ministry of National Defense, the Ministry of Public Security and the Vietnam General Confederation of Labor are also implementing many housing projects for the armed forces and workers. Along with that, localities have planned more than 9,800 hectares of land for social housing development, in which many provinces and cities have arranged land funds in favorable locations with synchronous technical infrastructure .
In his speech, Prime Minister Pham Minh Chinh affirmed: Housing development is a pillar of social security policy, demonstrating the profound humanitarian spirit of the Party and State in ensuring citizens' right to housing. Social housing not only helps improve people's lives, but is also an important driving force for socio-economic growth.
The Prime Minister emphasized that the real estate market is a major channel for mobilizing and allocating capital in the economy, with a spillover effect to many sectors and fields. Therefore, it is necessary to consider the development of social housing as both a political task and a driving force for economic development, contributing to job creation, increasing budget revenue and ensuring long-term social security.
Since the beginning of the term, the Government has issued 22 resolutions, 16 directives and many dispatches to remove difficulties in institutions, legality, capital sources, land funds, reduce administrative procedures, and facilitate businesses and people to access housing. However, in reality, the implementation progress in some localities is still slow; the allocation of 20% of land fund in commercial housing projects to build social housing has not been seriously implemented; housing prices in large cities are still much higher than people's income.
The Prime Minister requested the Ministry of Construction, together with ministries, branches and localities, to review the progress of implementation, clearly identify the causes and responsibilities of leaders, and at the same time shorten the investment preparation time for social housing projects from 2 years to 3-6 months.
For the market to develop stably, the Prime Minister requested to increase transparency, prevent negativity, combat speculation, "hoarding", "inflating prices", and profiteering in the approval and trading of social housing. The Ministry of Construction was assigned to receive comments to complete the Prime Minister's Directive on the management and development of social housing, ensuring "one policy must have ten measures" so that the policy can truly come into life.
Regarding credit policy, the State Bank needs to speed up the disbursement of the 145 trillion VND credit package for social housing, while clearly assessing the results and difficulties and proposing timely solutions.
The Prime Minister requested ministries, branches, localities and enterprises to take drastic, substantive and effective actions, implementing the "six clear" principle: clear people, clear work, clear responsibility, clear authority, clear time, clear results; speak frankly, speak truthfully, speak the right issues so that policies can truly enter life.
