National online conference to contribute ideas to the Draft supplementary amendment to Regulation No. 04/QD-TW of the Secretariat

On the morning of August 15, the Central Organizing Committee held a national online conference to contribute opinions to the Draft supplement and amendment of Regulation No. 04-QDi/TW (referred to as Regulation 04) of the Secretariat on the functions, tasks, powers, and organizational structure of specialized agencies advising and assisting the Provincial and Municipal Party Committees.

At the Central bridge, comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organizing Committee chaired the conference.

Attending at the Ninh Binh bridge were comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; To Van Tu, member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Organization Committee. Also attending were representatives of a number of advisory and support departments of the Provincial Party Committee.

After 5 years of implementation, Regulation 04 dated July 25, 2018 of the Secretariat on the functions, tasks, powers, and organizational structure of specialized agencies advising and assisting the Provincial and Municipal Party Committees has clearly and specifically defined, creating favorable conditions for specialized departments and offices to perform their assigned functions and tasks. Contributing to streamlining, ensuring the effectiveness and efficiency of the apparatus in the political system at specialized agencies advising and assisting the Provincial and Municipal Party Committees.

However, up to now, Regulation 04 has contents that are not suitable to current reality and task requirements. Therefore, amending and supplementing Regulation 04 is necessary. The comments of Provincial and Municipal Party Committees in the online conference will contribute significantly to completing the Draft supplementing and amending Regulation 04 to ensure its closeness to reality and effectiveness.

At the conference, delegates representing Provincial and Municipal Party Committees raised many important opinions on the situation and implementation results, assessed advantages, limitations, difficulties and pointed out the causes in the implementation process of Regulation 04.

Opinions also agreed and highly agreed on the necessity and principles of amending and supplementing Regulation 04. At the same time, specific opinions were expressed on a number of contents in the Draft amending and supplementing Regulation 04 such as: name, layout, principles, functions, tasks, powers, and organizational structure.

Speaking at the Ninh Binh bridge, Secretary of the Provincial Party Committee Doan Minh Huan affirmed: The Standing Committee of the Ninh Binh Provincial Party Committee agreed with the assessment of advantages, some limitations, shortcomings, difficulties, problems, and causes in the implementation of Regulation 04 and proposed some amendments and supplements to Regulation 04 submitted by the Central Organizing Committee to the Secretariat for consideration.

He also made additional comments on some issues such as: Regarding the basis for determining the number of deputies, it is necessary to closely follow the characteristics and functions of each staff to consider determining the number of deputy positions, and should not only depend on the number of positions.

Adjust a number of points and items to ensure consistency with Regulation No. 80-QD/TW of the Politburo ; add content to clearly define the responsibilities of the Standing Committees of Provincial and Municipal Party Committees in organization and implementation.

In his concluding remarks at the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong acknowledged and thanked the delegates for their comments. The Central Organizing Committee will fully absorb the delegates' comments to complete the contents, draft reports, amend and supplement Regulation 04 to ensure the requirements of inheriting the advantages and updating the new regulations of the Central Committee; at the same time, solving practical problems.
