The 2nd Central Committee Conference will issue several important thematic resolutions.

General Secretary To Lam stated that the Politburo requires that the resolution be thoroughly disseminated and implemented throughout the Party by the first quarter of 2026; several important thematic resolutions will be issued at the 2nd Central Committee Conference at the end of March 2026.

On the afternoon of February 10th, General Secretary To Lam chaired a meeting with members of the subcommittees preparing for the 14th National Congress of the Party and members of the Steering Committee for summarizing some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years.

Speaking at the meeting,   General Secretary To Lam affirmed that the success of the 14th National Congress was significantly contributed to by the subcommittees, the Steering Committee for summarizing 40 years of reform, and the advisory and support agencies.

One of the key new features in the document's development is the integration of three major reports, along with their respective action programs, into a unified whole. This not only makes the document more concise and coherent, but more importantly, it demonstrates a dialectical, comprehensive, and highly action-oriented approach.

In a short period of time, the subcommittees worked diligently and coordinated the implementation with a high sense of responsibility, meeting the set goals and requirements.

The personnel work for the 14th Party Congress was prepared meticulously, cautiously, impartially, and in accordance with principles; adhering closely to Party regulations; and harmoniously combining inheritance and development, stability and innovation.

As a result, the congress held a single round of elections, electing all candidates as planned, with a high concentration of votes, reflecting the quality of personnel preparation and the high level of unity throughout the Party.

At the same time, the organization and service for the congress were carried out meticulously and systematically, with many innovations; demonstrating the responsibility, discipline, and dedication of the staff serving the congress. Their silent but extremely important contributions helped create a solemn, intellectual, democratic, and compliant atmosphere, ensuring the congress's successful conclusion.

The General Secretary also stated that immediately after the congress, the work of finalizing the documents continued to be carried out very actively and urgently. By February 7th, the process of incorporating the congress's opinions had been completed, and the documents were officially announced at the nationwide conference for dissemination and implementation, shortening the timeframe by more than one month compared to the previous term.

Transform the spirit of the congress into concrete action.

The documents are ready, the policies are clear, and the goals have been defined; the crucial issue now is to translate the spirit of the congress into concrete actions, tangible results, and substantive changes in the life of the country.

In that spirit, the General Secretary requested that members of the subcommittees continue to leverage their intellect, experience, and dedication to actively participate in the thorough understanding, concretization, and implementation of the Resolution of the 14th National Congress.

The Politburo requires that the implementation of the resolution be completed and the action program for its execution throughout the Party be developed in the first quarter of 2026. At the 2nd Central Committee meeting at the end of March, several important thematic resolutions will be issued. By 2026, the new and core contents of the document must be institutionalized and concretized (many new issues require further research for concretization and implementation, such as: enhancing strategic autonomy; transforming the national development model; achieving double-digit growth targets; and building a society that is orderly, disciplined, safe, healthy, civilized, and developed...).

The General Secretary requested that members of the subcommittees continue to contribute to the Party's two major review projects: a review of 40 years of implementing the Platform for National Construction during the transitional period to socialism (1991) to deepen theoretical and practical issues regarding the path to socialism in Vietnam in the new situation; and a review of 100 years of the Party's leadership of the Vietnamese revolution, comprehensively looking back at the Party's leadership of the country in achieving independence, unification, construction, and development, thereby outlining the country's development path for the next 100 years, with a long-term vision, strategic thinking, and a stronger aspiration for development.

The Central Party Office is responsible for advising on and comprehensively summarizing and evaluating the preparation and organization of the 14th National Congress; drawing valuable lessons for the next term; and appropriately commending and rewarding outstanding collectives and individuals.
