On the afternoon of June 13, in Ha Long City, Quang Ninh Provincial Police coordinated with the Quang Ninh Provincial National Assembly Delegation to organize a scientific workshop on "Scientific, theoretical and practical basis for developing the Law on Forces participating in protecting security and order at the grassroots level". Comrade Tran Thi Kim Nhung, Standing Member of the National Assembly Law Committee, National Assembly Delegate (NAD) of Quang Ninh Province, XV term and Colonel Nguyen Thuan, Deputy Director of Quang Ninh Provincial Police co-chaired the workshop.
At the workshop, delegates continued to clarify the theoretical basis, practical requirements, and the necessity of promulgating the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level. Through practice, it is shown that complex security and order issues are initially small social conflicts originating from the grassroots level. If not resolved promptly and thoroughly, they will accumulate, negatively impacting the security and order situation, threatening political stability, and hindering economic, cultural, and social development. In recent times, in addition to the achievements in ensuring security and order by the police force, many difficulties and obstacles have arisen; Some of the reasons include the fact that legal regulations are not consistent, overlap, have not been specifically regulated by law, or are not consistent with some specialized laws. In particular, there is no unified law regulating the position, functions, tasks, structure, organization, and conditions to ensure the operation of forces participating in protecting security and order at the grassroots level.
The research, proposal to develop and promulgate the Law on Forces Participating in Protecting Security and Order at the Grassroots Level is an urgent requirement of objective reality, contributing to effectively promoting the people's hearts in the work of protecting security and order. The draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level was commented on by the National Assembly at the 10th Session of the 14th National Assembly. In 2023, this is one of the 5 draft laws that the Government assigned the Ministry of Public Security to preside over, coordinate with relevant ministries, departments and branches to continue researching, developing and completing the report for the Government to consider and submit to the 15th National Assembly for comments. Up to now, the revised draft Law has been approved by the National Assembly for comments at the 5th Session, and considered for approval at the 6th Session (October 2023).
The discussions unanimously proposed the adoption of the draft Law on Forces Participating in Security and Order Protection at the Grassroots Level to meet the requirements of ensuring security and order in the new situation, the requirements of consolidating, arranging, and deploying forces, streamlining focal points associated with perfecting the functions, tasks, powers, and working relationships of each grassroots organization, reducing state budget expenditures; ensuring better implementation of the provisions of the 2013 Constitution.
Opinions at the Workshop also suggested that the law drafting agency propose to the Central Government a policy to support 100% of health insurance and voluntary social insurance for those participating in the security protection force at the grassroots level if they have not yet enjoyed the regime; Support for those who no longer participate in the security protection force at the grassroots level when the competent authority decides to dissolve or merge new administrative units.
