The 20th Theoretical Seminar between the Communist Party of Vietnam and the Communist Party of China

The delegation of the Communist Party of Vietnam was led by Comrade Nguyen Xuan Thang, Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics. The delegation of the Communist Party of China was led by Comrade Ly Thu Loi, Politburo member, Secretary of the Secretariat, Head of the Central Propaganda Department. Also attending the workshop were representatives of leaders of departments, ministries, branches, localities; scientists, experts, scholars of Vietnam, China and the Chinese Ambassador to Vietnam.

On the occasion of the special conference, marking 20 years of the two Parties conducting regular theoretical exchanges, General Secretary To Lam and General Secretary and President of China Xi Jinping sent congratulatory letters to the conference. In the letter, the two General Secretaries affirmed the important role of the highest theoretical exchange mechanism between the two Parties, demonstrating the strategic vision, solidarity and shared responsibility in protecting, applying and creatively developing Marxism-Leninism in accordance with the reality of each country, as well as the high level of political trust between the two Parties and the two countries.

In the letter, General Secretary To Lam highly appreciated the special significance of this conference, saying that this is an important occasion for the two Parties to have in-depth and comprehensive exchanges, clarifying theoretical and practical issues on the path to socialism in the new era of development; emphasizing that the Communist Party of Vietnam always steadfastly and creatively applies and develops Marxism-Leninism and Ho Chi Minh thought, attaches importance to summarizing practices, researching theories, linking innovation in theoretical thinking with innovation in growth models, building an independent and self-reliant economy associated with deep international integration, for the goal of "rich people, strong country, democracy, fairness, civilization"; affirmed that the Communist Party of Vietnam is willing to work with the Communist Party of China to continuously deepen theoretical cooperation, share experiences in Party building, national development, social governance, and promote the development of theories on socialism in the era of globalization and the Fourth Industrial Revolution, for the benefit of the people of the two countries and a brighter future for socialism in the world.

In the letter, General Secretary and President Xi Jinping emphasized that China and Vietnam are “good neighbors, good friends, good comrades, good partners”, a Community of Shared Future of strategic significance, and that the two Parties’ in-depth theoretical exchanges contribute to exploring the path of socialist modernization in each country, promoting the development of world socialism, and continuously writing a new chapter of friendship between the two Parties and the two countries. Comrade Xi Jinping expressed his belief that through the Theoretical Workshop mechanism, the two sides will continue to deepen political trust, strengthen ideological consensus, share practical experiences, contribute to the creative development of Marxism and promote the cause of socialist construction, for the peace and development of mankind.

Delivering his opening speech at the opening ceremony, Comrade Nguyen Xuan Thang, Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics, emphasized that Vietnam's renovation process and China's reform and opening-up have achieved great successes, affirming the correctness of the socialist model in the 21st century.

Comrade Nguyen Xuan Thang introduced the model of socialism in Vietnam under the leadership of the Communist Party, built on three pillars: Socialist-oriented market economy, socialist rule-of-law state and socialist democracy; emphasizing the development structure of "three concentric circles" on the path of building socialism in the new period, which is to establish a new economic growth model with science and technology, innovation and digital transformation as the main driving force, to establish and perfect the new development model of Vietnam and perfect the model of Vietnamese socialism in the 21st century on the basis of summarizing the renovation process.

Comrade Li Shulei highly appreciated the theoretical innovations of the Communist Party of Vietnam, and shared core issues in theory and practice of the process of building socialism with Chinese characteristics in the new era.

The Communist Party of China summarized five major lessons: Persistently combining Marxism with China's practical situation and the excellent traditional culture of the Chinese nation; persistently promoting high-quality development; persistently deepening reform and opening up in all aspects; persistently taking the people as the center; and persistently upholding the Party's comprehensive leadership.

The two Heads of Delegation affirmed the important significance of enhancing theoretical and practical exchanges in building 21st-century socialism; emphasizing that in the context of a rapidly changing and complex world, along with the explosion of science and technology, the two sides need to discuss and seek breakthroughs in the Party's leadership methods; strengthen cooperation in the fields of science and technology, innovation, digital transformation; promote and combine the cultural values of each country with Eastern values and universal values of humanity.

On the same day, Comrade Nguyen Xuan Thang and Comrade Ly Thu Loi had a cordial meeting. Comrade Nguyen Xuan Thang congratulated China on its new achievements, including the successful organization of the 4th Central Conference of the 20th tenure, agreeing on the direction for building the 15th Five-Year Plan; affirming that Vietnam always attaches importance to and gives top priority to relations with China.

Comrade Ly Thu Loi also affirmed that the Communist Party of China firmly believes in and supports the Communist Party of Vietnam to successfully organize the 14th National Congress, opening a new era of development for Vietnam; China always prioritizes developing relations with Vietnam in its neighborly foreign policy.

Appreciating the positive development of the Vietnam-China relationship in recent times, the two sides discussed in depth the major orientations and measures to enhance exchanges and cooperation between the two Parties and theoretical research agencies of both sides, contributing to the continued stable, healthy and sustainable development of the relationship between the two Parties and the two countries. After the meeting, the leaders of the two sides viewed the exhibition of books and photos on the occasion of the 20th anniversary of the implementation of the Theoretical Workshop mechanism between the two Parties.
