In his opening speech, comrade Ngo Quyet emphasized: In recent years, the process of industrialization and urbanization has created many development opportunities but also posed great challenges to the rural environment. Some water supply works have degraded; raw water sources are under pressure from production; domestic waste is increasing rapidly; wastewater in many places has not been thoroughly treated; while the awareness of environmental protection of a part of the population is still limited. Therefore, clean water and rural waste management is not only the responsibility of the government but also requires the cooperation of the community, associated with the application of science , technology and intellectuals.

The workshop is a forum for delegates to exchange experiences, share good models, discuss difficulties from the grassroots and update new technical advances in water filtration, waste treatment, wastewater at household - village scale, as well as solutions for monitoring water quality using digital technology . The Organizing Committee suggests 4 key groups of content for discussion including: Mobilizing the community to participate in environmental management; choosing appropriate technology for rural conditions; promoting the role of environmental cooperatives and water supply units; perfecting mechanisms and policies to support the replication of effective models.
Presenting his speech, Mr. Dao Duy Huu, Vice Chairman of the Provincial Farmers' Association, emphasized the role of propaganda and raising awareness of members in environmental protection. In recent years, the Provincial Farmers' Association has regularly organized training and specialized activities on the safe use of pesticides, emission reduction farming techniques, waste classification, water resource protection, application of microbiological products in livestock waste treatment, etc. with thousands of members participating. Every year, the Association organizes the launching ceremony of the "Campaign to Make the World Cleaner", attracting nearly 200 officials and members to respond; thereby maintaining tree planting activities, environmental sanitation, and supporting trash cans for members to classify waste at home.

From the implementation practice, the Farmers' Association recommends that the province's professional agencies continue to invest in upgrading the clean water supply system; expand waste collection and treatment infrastructure to all villages and hamlets; encourage the socialization of environmental services; increase the application of biotechnology and circular agriculture; build a self-governing community model associated with the criteria of advanced new rural areas. At the same time, promote the Association's role of monitoring and social criticism in the operation of environmental works.
Representatives of the Provincial Union of Science and Technology Associations said that in the period of 2025 - 2030, Bac Ninh needs to synchronously deploy many solutions such as: Perfecting the mechanism for people to participate from the beginning in planning, building and monitoring clean water models; building a network of consulting experts - the province's "knowledge bank"; choosing technology suitable for the terrain and local financial capacity; supporting environmental cooperatives and service providers; innovating communication associated with the movements of the Farmers' Association, Women's Union, Youth Union; improving the capacity of grassroots cadres.

At the workshop, delegates also discussed the following topics: Application of science and technology in clean water management and rural waste treatment; effective models and support orientations for the 2025-2030 period; the role of cooperatives in providing environmental and clean water services; experience in monitoring and operating rural water supply works using new technology...
To further promote the role of the community and apply technology in clean water management and rural waste treatment, delegates recommended that the province should have more mechanisms for the community to participate in management and supervision; support environmental cooperatives to improve capacity, equipment, and organize sustainable services. Research and select water and waste treatment technologies suitable to local conditions. Strengthen propaganda, training, and raise awareness about clean water use and waste classification. Continue to improve the province's mechanisms and policies to replicate community models.
Speaking at the end of the workshop, comrade Bui Thi Minh Nguyet, Vice President of the Provincial Union of Science and Technology Associations, highly appreciated the opinions of the delegates, affirming that the workshop clarified the current situation of clean water management and rural waste treatment in the province; pointed out limitations such as degraded water supply works, large amounts of waste, untreated wastewater, and limited awareness of a part of the people.
He emphasized that the presentations agreed on the key role of the community in environmental protection through many effective models such as clean water self-management groups, waste sorting at source, community monitoring groups, etc. At the same time, science and technology continued to be affirmed as important factors with proposals to apply appropriate water filtration and treatment technology, biotechnology to treat organic waste, digitalization and IoT in environmental monitoring. From the discussion results, the Workshop proposed a number of key solution groups.
Comrade Bui Thi Minh Nguyet affirmed that only when there is synchronous coordination between the State - scientists - businesses - community, clean water and rural waste treatment will achieve sustainable effectiveness. The Union of Science and Technology Associations will continue to synthesize recommendations from the Workshop to advise the province to deploy appropriate solutions in the coming time.
