In his opening speech, Vice Chairman of the Provincial People's Committee Vu A Bang affirmed: The workshop aims to concretize the Party and State's policy on comprehensive digital transformation in all fields, especially healthcare . Thereby, assessing the current status of digital infrastructure, sharing experiences and proposing solutions to apply digital technology and artificial intelligence (AI) to serve people's healthcare, especially in remote areas of Dien Bien province and the Northwest region. This is also an important occasion to recognize the achievements, challenges and strategic directions in developing digital infrastructure and artificial intelligence, contributing to effectively implementing the national goal of digital transformation, towards a smarter, closer to the people and more effective healthcare system.
According to the report at the workshop, up to now, the whole Dien Bien province has 45/45 commune health stations connected to the network; 100% of units have fiber optic internet; basic infrastructure meets the requirements for deploying electronic medical records according to the Circular of the Ministry of Health . 100% of medical examination and treatment facilities deploy HIS software; 9/15 medical examination and treatment facilities have Telehealth system (reaching 60%). By September 30, 2025, 100% of public hospitals will deploy and publish electronic medical records on the Ministry of Health Information Portal; 83.3% of health insurance examination and treatment visits will use chip-embedded citizen identification cards/VNeID. However, the medical infrastructure at the commune level in the province is still weak, some software has not yet connected results between levels; medical data is not synchronized...

At the workshop, delegates were introduced by experts from the AI4LIFE Institute to solutions for applying artificial intelligence in smart healthcare, environmental monitoring and greenhouse gas emissions. In addition, many technological solutions were also shared such as: OSB satellite information network and "concave area" coverage solutions, connecting digital infrastructure, supporting communication in natural disaster prevention; smart hospital solutions, AI support, professional management, aiming towards paperless, patient-centered.
