* Morning: The National Assembly discussed in the hall: Draft Law on Enforcement of Criminal Judgments (amended); Draft Law on Enforcement of Temporary Detention, Temporary Imprisonment and Prohibition of Leaving Place of Residence.

Afternoon: From 2:00 p.m. to 3:30 p.m.: The National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Prices.

From 3:30 p.m. to 5:00 p.m., the National Assembly discussed in the hall the draft Law on Vietnam Civil Aviation (amended).

* Previously, on the afternoon of November 11, National Assembly deputies from the delegations of Khanh Hoa, Lai Chau and Lao Cai provinces had a discussion in group 4 on the Draft Law amending and supplementing a number of articles of the Law on Citizen Reception.

Regarding the amendment and supplementation of a number of articles of the Law on Citizen Reception, delegates all expressed their agreement with the addition of regulations on forms of citizen reception, including: direct citizen reception and online citizen reception. Delegate Sung A Lenh (National Assembly delegation of Lao Cai province) commented that this addition is in line with the current trend, especially in the context of promoting digital transformation.

However, delegates all suggested that the Drafting Committee study and add a form of direct citizen reception combined with online.

Delegates analyzed that in practice, many localities have been applying this form, especially for backlogged, long-standing, complicated cases that involve many localities, agencies, units, levels, and sectors. The combination will help the subjects directly receiving citizens get more information, instructions, and timely solutions through online forms; can mobilize, propagate, explain, and even immediately resolve some important issues that people request at the citizen reception.

At the same time, it helps people in remote villages and communes not need to travel to the headquarters but can still connect online at the commune headquarters to listen and receive propaganda and explanations (for example, cases related to resettlement).

Delegate Sung A Lenh proposed that the Government detail the content of online citizen reception and direct citizen reception combined with online; supplement regulations on confidentiality principles and responsibilities of citizen reception agencies in managing and storing online data, to avoid risks of information leakage and complaints.

Regarding the regulations on specialized agencies under the provincial People's Committee, delegate Sung A Lenh requested the Drafting Committee to clarify the content in Clause 8 (amending and supplementing Article 16) of the Law on Citizen Reception. Accordingly, the current regulations assign appropriate subordinate units to arrange civil servants to perform citizen reception work at specialized agencies under the provincial People's Committee. The citizen reception of organizational units under specialized agencies under the provincial People's Committee is regulated by the Chairman of the provincial People's Committee in accordance with the organization and operation of each organizational unit.

Delegate Sung A Lenh said that Article 18 of the Law on Citizen Reception specifically stipulates the responsibilities of the head of the agency in receiving citizens (directing work, issuing regulations, arranging locations, assigning staff, inspecting, reporting...), so the delegate suggested that the Drafting Committee review and further study the provision of this content in the revision.
