* Regarding the draft Land Law (amended), after 10 years of application, the 2013 Land Law together with documents guiding the implementation of the Law have created a fairly complete system of legal documents, reflecting the Party's innovative viewpoints in line with the socialist-oriented market mechanism and the process of industrialization and modernization of the country.
The Law and sub-Law documents have quickly come into effect, contributing significantly to economic development, political and social stability. The rights and obligations of land users are guaranteed and promoted.
However, in the process of organizing the implementation of the Land Law, many new problems have arisen, revealing a number of shortcomings and inadequacies.
Specifically, many experts and managers have pointed out the problems in the Land Law, hindering the development process, many provisions are not updated with the country's development situation such as: the consistency and uniformity of the law regulating relations related to land; regulations on planning, land use plans, land allocation, land lease, land recovery, compensation, support, resettlement, land recovery, compensation, support, resettlement, rights and obligations of land users, administrative procedures, inspection, settlement of disputes, complaints, denunciations about land...
Therefore, the draft Law on Land (amended) is particularly important, receiving great attention from public opinion and National Assembly deputies. Discussing this draft Law, many National Assembly deputies said that it is necessary to study and consider carefully, promote the sense of responsibility, and at the same time ensure fairness in regulations related to site clearance and land price adjustment.
At the 23rd session of the National Assembly Standing Committee, Deputy Prime Minister and Minister of Natural Resources and Environment Tran Hong Ha said that the organization of public opinion collection has been implemented seriously, synchronously, democratically, scientifically, publicly, transparently, in-depth, ensuring substance and effectiveness with many diverse and rich forms down to the grassroots level of communes, wards, towns, residential areas, and residential groups, mobilizing most agencies and organizations in the political system, all social strata to participate, attracting the attention of many classes of people in the country, Vietnamese people residing abroad, truly becoming a profound political activity, an important political-legal event. The opinions of the people all show deep interest, enthusiasm, and responsibility.
According to the Deputy Prime Minister, there were 12,107,457 comments, the contents that people were most interested in and commented on were compensation, support, resettlement (1,227,238 comments); land allocation, land lease, land use purpose change (1,064,464 comments); land finance, land price (1,035,394 comments); land use planning and planning (1,008,494 comments).
The reception of public opinions is carried out right during the consultation process. The Ministry of Natural Resources and Environment has proactively coordinated with relevant agencies of the National Assembly and the Government to study, receive and explain.
Based on the opinions of National Assembly Deputies at the 4th Session, the people's comments on the draft Land Law (amended), and the opinions of the Conference of full-time National Assembly Deputies (April 6-7, 2023), the Government has directed the drafting agency to coordinate with relevant agencies to complete the Report on Synthesis of People's Opinions, Report on Explanation and Acceptance of People's Opinions, Report on Supplementary Impact Assessment for new contents and the draft Land Law (amended) with basic contents.
