Today, the National Assembly passed a resolution on the allocation of the central government budget for 2026.

According to the session agenda, in the morning, the National Assembly will hold a plenary session in the assembly hall to hear the presentation and the verification report on the investment policy for the Gia Binh International Airport construction project; and watch a video clip about the Gia Binh International Airport construction project.

After that, the delegates discussed the draft Law on Construction (amended).

In the afternoon, from 2 PM to 3:30 PM, the National Assembly held a plenary session in the assembly hall to vote on the Resolution on the allocation plan for the central budget in 2026 and to discuss the draft Law on Deposit Insurance (amended). The Governor of the State Bank of Vietnam explained and clarified some issues raised by National Assembly deputies.

From 3:50 PM, the National Assembly convened a closed session. The President presented a proposal requesting the National Assembly to ratify the Agreement in the field of foreign affairs. The Minister of Foreign Affairs, authorized by the Prime Minister, presented the explanatory report on the ratification of the Agreement in the field of foreign affairs as requested by the President.

The Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs presented the Verification Report on the ratification of the Agreement in the field of foreign affairs, as requested by the President.

The National Assembly discussed in the plenary session the proposal to ratify the Agreement in the field of foreign affairs as requested by the President. The Minister of Foreign Affairs explained and clarified some issues raised by National Assembly deputies.

Previously, on November 13th, the National Assembly voted to approve the Resolution on the socio-economic development plan and the State budget estimate for 2026; and discussed two draft laws: the Law on Public Employees (amended) and the Law on E-commerce.

The resolution on the socio-economic development plan for 2026 sets out key targets such as: a target growth rate of 10% or higher for gross domestic product (GDP). GDP per capita reaching US$5,400-5,500. The proportion of manufacturing industry in GDP reaching approximately 24.96%. The average consumer price index (CPI) growth rate of approximately 4.5%.

The average social labor productivity growth rate is approximately 8.5%. The proportion of agricultural labor in the total social labor force reaches approximately 25.3%. The percentage of laborers with degrees and certificates reaches approximately 29.5%. The unemployment rate among working-age people in urban areas is below 4%. The poverty rate (according to the multidimensional poverty standard) decreases by 1-1.5 percentage points. The number of doctors per 10,000 people reaches approximately 15.3. The number of hospital beds per 10,000 people reaches 34.7. The health insurance participation rate reaches 95.5%. The percentage of communes meeting the new rural standards (according to the National Criteria for New Rural Areas at all levels for the period 2026-2030) reaches at least 15%.
