According to the meeting agenda, in the morning the National Assembly held a plenary session in the hall, listened to the Report and the Verification Report on the investment policy of the Gia Binh International Airport Construction Investment Project; and watched a video clip about the Gia Binh International Airport Construction Investment Project.

Then, delegates discussed the draft Law on Construction (amended).

In the afternoon, from 2:00 p.m. to 3:30 p.m., the National Assembly held a plenary session in the hall, voted to pass the Resolution on the central budget allocation plan for 2026 and discussed in the hall the draft Law on Deposit Insurance (amended). The Governor of the State Bank of Vietnam explained and clarified a number of issues raised by National Assembly deputies.

From 3:50 p.m., the National Assembly held a private meeting. The President presented a report requesting the National Assembly to ratify the Agreement in the field of foreign affairs. The Minister of Foreign Affairs, authorized by the Prime Minister, presented a report explaining the ratification of the Agreement in the field of foreign affairs at the request of the President.

The Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs presented the Verification Report on the ratification of the Agreement in the field of foreign affairs at the request of the President.

The National Assembly discussed in the hall the proposal to ratify the Agreement in the field of foreign affairs at the request of the President. The Minister of Foreign Affairs explained and clarified a number of issues raised by National Assembly deputies.

Previously, on November 13, the National Assembly voted to pass a Resolution on the socio-economic development plan and the State budget estimate for 2026; and discussed two drafts: the Law on Civil Servants (amended) and the Law on E-commerce.

The Resolution on the 2026 socio-economic development plan identifies key targets such as: The growth rate of gross domestic product (GDP) strives to be 10% or more. GDP per capita reaches 5,400-5,500 US dollars (USD). The proportion of processing and manufacturing industry in GDP reaches about 24.96%. The average growth rate of the consumer price index (CPI) is about 4.5%.

The average growth rate of social labor productivity is about 8.5%. The proportion of agricultural labor in the total social labor force is about 25.3%. The proportion of laborers with degrees and certificates is about 29.5%. The unemployment rate in urban areas is below 4%. The rate of poor households (according to the multidimensional poverty standard) decreases by 1-1.5 points. The number of doctors per 10,000 people is about 15.3 doctors. The number of hospital beds per 10,000 people is 34.7 beds. The rate of health insurance participation is 95.5%. The rate of communes meeting new rural standards (according to the National Criteria for New Rural Areas at all levels for the period 2026-2030) is at least 15%.
