On May 27, the Ho Chi Minh City Department of Construction has just reported social housing investment data in the city to the Ministry of Construction .
After more than 2 years, Ho Chi Minh City has only had 1 social housing project completed and put into use.
Specifically, implementing the direction of Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong in Official Dispatch No. 4611 dated May 16, Ho Chi Minh City Department of Construction reviewed and synthesized data on social housing and housing for workers at the request of the Ministry of Construction, and sent a report directly to the Ministry of Construction.
Accordingly, the Ho Chi Minh City Department of Construction said that regarding social housing, from 2021 to now, the City has only completed and put into use one project with a scale of 260 apartments.
In this phase, 9 social housing projects have been approved and are being implemented with a land area of 17.54 hectares, 517,689.7 m2 of construction floor area, and a scale of 6,383 apartments. Of which, 5 projects are transferred from the previous phase and 4 projects will break ground and start construction in 2022.
During the period from 2016 to 2020, the City has completed and put into use 19 projects, with a total land area of 24.67 hectares, a construction floor area of 1.23 million m2, and a scale of 14,954 apartments. This is the period of strongest social housing development ever.
Regarding workers' accommodation, from 2021 to now, two projects have been approved for investment with a scale of 1,400 units. Of which, one project has been granted a construction permit with a scale of 1,040 units. In the period 2009-2020, the City completed and put into use 18 workers' accommodation projects with a scale of 6,174 units.
Faced with the reality that many social housing projects were simultaneously started but then stalled and were left unfinished, the Department of Construction said that in 2022, the Department coordinated with investors to start and break ground on 4 social housing projects and 11 accommodation projects. However, the groundbreaking and construction have political significance to celebrate major holidays of the year. From there, the departments and local authorities focused on completing the legal procedures of the project.
To solve legal difficulties and speed up the progress of social housing construction, the Department of Construction proposed to urgently complete the preparation and approval of the Project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060, including the planning for social housing construction and accommodation for workers.
At the same time, review the land fund for social housing construction in commercial housing projects with a land use scale of over 10 hectares, urge investors to urgently invest in building social housing and accommodation for workers. In case of delay or non-implementation, the land will be reclaimed and a bidding process will be organized to select investors to build social housing on this land according to regulations.
In addition, the bidding organization selects investors to carry out the construction of social housing projects and accommodation for workers on land areas directly managed by the State.
The Department of Construction also continues to propose policies to the Central Government to remove obstacles in the real estate market, through the Government's Working Group mechanism and through providing comments on regulations being revised and researched, including the Law on Land, Housing, Real Estate Business, and the National Assembly 's Resolution on promoting the development of social housing.
