
36,172 billion VND for Ho Chi Minh City - Trung Luong - My Thuan Expressway
On the morning of December 8, the Ministry of Construction signed an investment contract to expand the Ho Chi Minh City - Trung Luong - My Thuan Expressway under the public-private partnership (PPP) method with a consortium of project investors. The expressway project is 96 km long, passing through three provinces and cities: Ho Chi Minh City, Tay Ninh and Dong Thap. The starting point is Cho Dem intersection in Tan Nhut commune, Ho Chi Minh City and the end point is at the northern end of My Thuan 2 bridge in An Huu commune, Dong Thap province. In particular, the Ho Chi Minh City - Trung Luong section is planned to have 10 - 12 lanes, with an investment phase of 8 lanes, and a design speed of 120 km/h. With a total investment of VND 36,172 billion, the Ho Chi Minh City - Trung Luong - My Thuan Expressway expansion project is the largest BOT traffic project ever.
Mr. Bui Quang Thai, Director of the Vietnam Road Administration, said that the project is one of the first works to apply new regulations of the Law on Investment under the public-private partnership model and Decree No. 243/2025/ND-CP, contributing to shortening the preparation time to about 10 months.
According to the leader of the Vietnam Road Administration, in the context of limited State budget resources, the signing of the project contract and completion of procedures to start construction on December 19, 2025 is very important to concretize the Party and State's policy on attracting private resources to participate in infrastructure development investment and is even more meaningful when the project uses all capital mobilized by investors. "This is a very positive signal for the environment to attract PPP investment in the coming time," said Mr. Bui Quang Thai.
Deputy Minister of Construction Bui Xuan Dung highly appreciated the efforts of the units in the process of preparing the project. Deputy Minister Bui Xuan Dung emphasized that this is a project of special importance, contributing to strengthening the connection between the Southern key economic region and the Mekong Delta, promoting the circulation of goods, ensuring national defense and security.
Deputy Minister Bui Xuan Dung requested the project enterprise to mobilize all resources, comply with legal regulations, ensure quality, progress and environmental protection; at the same time, requested the Vietnam Road Administration to strengthen supervision and promptly remove arising difficulties.
In this project, the Investor Consortium continues to apply the PPP++ model that Deo Ca Group has created, persistently pursued and successfully applied. This model has been evaluated by the leaders of the Ministry of Construction as a breakthrough innovation, helping to solve the problem of capital sources for PPP projects going through difficult areas.
In addition to the familiar elements of PPP including the State and the private sector, the PPP++ model adds two “+”s. The first “+” is the participation of the business community including investors and credit institutions. The second “+” is the addition of the capacity of construction contractors. This combination creates a combined strength, making the project more feasible, faster and more sustainable than the traditional way.
