
The Civil Defense Command of the Ministry of Construction informed that by the evening of November 28, units in the industry continued to deploy many urgent solutions to respond to storm No. 15 and overcome traffic problems in localities affected by floods.
Implementing the Prime Minister 's Official Dispatch No. 231/CD-TTg, the Ministry of Construction issued Official Dispatch No. 99/CD-BXD requesting agencies and units in the industry to continue to closely monitor the storm's developments and organize response according to the motto "early, from afar", putting people's safety first.
Currently, many traffic jams are still being handled. According to the report, there are currently 12 traffic jams on the national highways managed by the locality, mainly on National Highway 27C and National Highway 20.
In Khanh Hoa , National Highway 27C still has 9 blocked locations, a decrease of 3 locations compared to November 27; the entire route is expected to be opened to one lane before December 4. In Lam Dong, there are 3 landslide locations on National Highways 20 and 27C that are being urgently repaired. The locations at Mimosa Pass and D'Ran Pass are expected to be opened to one lane on November 30; all the soil and rock at D'Ran Pass are expected to be handled before December 15.

Road management units and local authorities are currently clearing rocks and soil, reinforcing slopes, temporarily repairing roadbeds and setting up traffic safety warnings. Since November 20, about 160 vehicles have been mobilized to support the transportation of relief goods and serve the travel needs of the people.
Working groups from Road Management Zones III and IV inspected the scene, proposed technical solutions and made emergency repairs at major landslide sites. Road Management Zone IV also supported Lam Dong province with 5,000 steel cages, bringing the total number of supporting materials to 12,000 cages.
Vietnam Railway Authority said that the unit has deployed Official Dispatch 32/CD-CĐSVN requesting units on duty to respond to storm No. 15, increase patrols and check vulnerable locations. Train operations are currently running smoothly, with only a few points having to run slowly and being repaired; no storm-related damage has been recorded.
At the same time, the Civil Aviation Authority of Vietnam has activated its disaster prevention plan. From 6am to 12pm on November 28, 35 flights had to change routes to avoid the storm; no flights were recorded having to wait or divert to alternate airports.
In the waterway sector, vessels are instructed to anchor safely. The Vietnam Maritime Administration has issued Official Dispatch 7025/CD-CHHDTVN, requiring units to be on duty 24/7 and to count and strictly manage vessels in the port area.
As of 3:30 p.m. on November 28, at the ports of Thua Thien Hue, Da Nang, Quang Ngai, Quy Nhon, Nha Trang and Binh Thuan, there were a total of 363 vessels anchored safely, including 148 seagoing vessels and 215 inland waterway vehicles.
Many vessels are provided with safe anchorage areas and maintain constant communication. Vessels with towing capabilities are on standby to respond in case of an incident.
